This is a grant-funded position under the direction of the Program Administrator - HIV/AIDS. There are two components associated with this classification. The Quality Improvement component is responsible for performing an advanced level of work developing, overseeing, and evaluating ongoing quality management (QM) and continuous quality improvement (CQI) activities to ensure technical quality and integrity of the overall program. Work also involves facilitating QM/CQI processes with Ryan White Program stakeholders, including sub-recipients; serving as liaison to the Baton Rouge HIV/AIDS Advisory Council; and engaging communities severely impacted by HIV. The Compliance component is responsible for implementing and maintaining ongoing monitoring and performance processes to measure, evaluate, and assure quality and performance of the Ryan White program according to the Ryan White HIV/AIDS Program National Monitoring Standards. Work involves ensuring compliance with established policies, procedures, and all mandated federal, state, and local laws and regulations. Both components involve serving as a liaison between Ryan White administrators, community agencies, and clients, as well as maintaining a thorough knowledge of Ryan White policies and procedures, and of changes and updates to federal, state, and local regulations. Performs other work as requested.
ESSENTIAL WORK TASKS
COMPLIANCE Performs programmatic, fiscal, and universal monitoring, and evaluates sub-recipients and their service delivery systems for compliance with the Ryan White national monitoring standards; provides technical assistance to sub-recipients; makes appropriate recommendations for adjustments to ensure an optimum level of service and adherence to public health guidelines. Conducts site visits and develops, and implements corrective action plans; issues timelines to correct areas of weakness, non-compliance, deficiencies, and follow up reports. Coordinates the preparation of reports and data submissions to local, state, and federal government funding sources as well as business and philanthropic funding sources. Assists in preparing for and achieving compliance with the audit of services as required by any funding source. Assists in the management of the request for proposals (RFP's) and contract processes for the procurement of HIV/AIDS related core and support services. Assists in developing and updating policy and procedure manuals, and training staff, and sub-recipients on the content therein. QUALITY IMPROVEMENT Develops and implements a written quality management and performance evaluation plan in conjunction with the Program Administrator - HIV/AIDS and quality management consultant team; contributes to the development and revision of the standards of care for each service category funded in the Baton Rouge Transitional Grant Area (BRTGA). Coordinates clinical and non-clinical chart reviews, and conducts site visits to document compliance with QM processes as established by the Baton Rouge Transitional Grant Area (TGA); issues reports of any findings identified, establishes timelines to correct areas of weakness, non-compliance, and deficiencies, and follows up to document corrective actions taken by sub-recipients. Researches best practices in HIV/AIDS care with targeted focus on Ryan White funded programs across the country for replication and implementation. Analyzes quality management indicators and evaluation data to update program procedures, and improve health and medical outcomes. Coordinates consumer satisfaction surveys to ensure that services funded in the BRTGA are delivered in a linguistically and culturally appropriate manner that meets the needs of those receiving services. Provides training, support, and technical assistance to funded agencies in the development and implementation of standards of care, outcome measures, CQI methods and practices, and agency-specific CQI efforts consistent with Health Resources and Services Administration HIV/AIDS Bureau National Quality Center expectations and guidelines. Attends advisory council and other HIV/AIDS stakeholder meetings; provides accurate and current guidance regarding federal, state, and local laws, rules, policies, and procedures which may impact the delivery of services to people living with HIV/AIDS. Develops and supports statistical analysis reports; makes presentations relating to outcome evaluation activities, clinical chart review activities, and client satisfaction measurements. Reports include, but are not limited to, tracking changes in service utilization patterns, health markers, and quality of life indicators. Provides technical consultation and assistance to leadership in planning surveys, assessments, and program evaluations. Conducts literature reviews and researches best practices, model programs, and promising programs on targeted topics.
KNOWLEDGE, SKILLS, AND ABILITIES
COMPLIANCE Knowledge of municipal procurement processes and procedures. QUALITY IMPROVEMENT Knowledge of a variety of evaluation methodologies. Knowledge of current public health concerns and indicators for measuring the health status of a given population. Skill in the use of statistical analysis tools such as Access, Excel, GIS, Suddan, SPSS, SAS, or comparable programs to analyze multiple complex databases. BOTH COMPONENTS Knowledge of federal, state and local government procedures and guidelines directly related to the administration and implementation of HIV/AIDS programs under the purview of the Division of Human Development and Services. Knowledge of HIV/AIDS healthcare services and public health principles, and practices. Skill at the intermediate level or higher in WINDOWS-based word processing, spreadsheet applications, and PowerPoint. Skill in health data assessment, analysis, and planning. Ability to make informed objective decisions. Ability to communicate effectively, orally and in writing with staff, funding sources, community, private partners ,and external agencies, consumers, and other stakeholders. Ability to interpret and analyze technical and statistical public health information and to prepare technical, oral, and written reports. Ability to maintain confidentiality of program, staff, and client information. Ability to organize, prioritize, and meet deadlines Ability to work well with people of diverse backgrounds. Ability to work independently and in groups. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division. Ability to demonstrate commitment to the department mission, values, and policies in the performance of daily duties.
Bachelor's degree and four years of professional level experience in monitoring, auditing, or quality assurance activities in public health programs (Compliance); or quality management, quality improvement ,or evaluation in public health programs (Continuous Quality Improvement).
Master's degree and two years of professional level experience in monitoring, auditing, or quality assurance activities in public health programs (Compliance); or quality management, quality improvement, or evaluation in public health programs (Continuous Quality Improvement).
