GENERAL DESCRIPTION
Under the direction of the Maintenance Director, performs very responsible work in directing efficient daily maintenance of all City-Parish mowing and landscape maintenance operations. Primary work includes overseeing City-Parish mowing and landscape maintenance operations such as grass cutting, weed eating, spraying, tree maintenance, and state highway grass maintenance programs, as well as beautification and oversight of litter control initiatives and all forestry and landscape operations that take place within the City-Parish right-of-way. Employee is also responsible for continuous process improvement, operational efficiency reviews, and informing the Maintenance Director on key issues relative to mowing and landscape maintenance. Must exercise considerable independent judgment and discretion in carrying out responsibilities, and may be on 24-hour call for emergency situations. Work is assigned orally and by written reports and is reviewed daily through observation and written reports for results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Actively participates in the senior leadership team of maintenance to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs. In this role, consults closely with the Maintenance Director and fellow senior leadership team members. Oversees all City-Parish mowing and landscape maintenance operations such as grass cutting, weed eating, spraying, tree maintenance, and state highway grass maintenance programs. Provides oversight of beautification and litter control initiatives and all forestry and landscape operations that take place within the City-Parish right-of-way. Develops both annual and long-term planning goals and objectives for mowing and landscape maintenance needs throughout the City-Parish. Receives and responds to complaints for grass cutting, mowing, and landscape improvement needs throughout City-Parish. Makes cost and material estimates; prepares budget requests; maintains necessary records for the submission of required reports. Oversees equipment usage and preventative maintenance plans. Maintains logs and records of work performed and prepares a variety of technical research and reports. Confers with other division heads relative to mutual problems. Confers with property owners, contractors, and the general public relative to complaints and requests. Hires, trains, reviews performance, and disciplines subordinate personnel. Reviews the work of subordinate supervisors and advises them on policies, procedures, practices and problems of an unusual nature. Instructs public works supervisors in safety procedures, supervisory techniques, hazard or emergency response protocols, and in operational and maintenance methods, practices, and policies.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of lawn maintenance and roadside vegetative maintenance, including weed control and trimming, mowing, litter management, curb dressing, and seeding. Knowledge of the methods, practices, materials, and equipment used in mowing and lawn maintenance activities. Knowledge of urban grass and roadside vegetative problems to aid in planning and immediate response to short-term landscape maintenance needs. Knowledge of local climate and environment in which grass and vegetation grows in both urban and rural environments. Knowledge of the occupational hazards involved and the safety precautions necessary to perform heavy manual work and equipment operation. Knowledge of administrative techniques related to purchasing, budget preparation and control, personnel, and fiscal record keeping. Knowledge of labor and material costs in landscape and mowing maintenance work. Knowledge of local ordinances and state and federal laws related to equipment operation in the public right-of-way. Knowledge of policies and procedures of the department. Knowledge of the principles of supervision and training. Knowledge in providing effective performance feedback and conducting performance appraisals. Skill in the safe operation of a light motor vehicle. Ability to analyze complex operational and administrative problems, evaluate alternatives, and recommend or implement effective courses of action. Ability to collaboratively develop and implement goals, objectives, policies, procedures, work standards, and management controls. Ability to organize, supervise, and coordinate the work of subordinate personnel performing varied landscape maintenance operations. Ability to communicate effectively, both orally and in writing. Ability to prepare clear and concise records, reports, correspondence, and other written materials. Ability to utilize a computer, including the use of standard computer applications, and global positioning systems. Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems. Ability to exercise independent judgment and initiative within general policy guidelines. Ability to establish and maintain effective working relationships with other employees, subordinates, and the general public contacted in the course of work. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in landscape architecture, forestry, construction management, or a related field, and eight years of experience in landscape architecture or professional landscape related operations, including four years of managerial experience (may include complex project management).

Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS

Position(s) of this classification may require a license to practice landscape architecture as issued by the Louisiana Horticulture Commission. If license is required, must maintain throughout employment in this position. Position(s) of this classification may require a Louisiana State Utility Arborist's license as issued by the Louisiana Horticulture Commission. If license is required, must be maintained throughout employment in this position. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
