GENERAL DESCRIPTION
Under the direction of the Chief of Operations & Maintenance/Wastewater, performs administrative work managing the Supervisory Control & Data Acquisition (SCADA) system for sewage pumping, storage, and treatment facilities. Work involves managing the computerized control operations of sewage pump stations, storage facilities, and treatment plants to ensure compliance with federal, state, and local regulatory requirements. An employee of this class may be on twenty-four-hour call. Performs other work as requested.

ESSENTIAL WORK TASKS
Manages the SCADA system for sewage pumping, storage, and treatment facilities to ensure compliance through regular monitoring with the National Pollutant Discharge Elimination System (NPDES), the Clean Water Act (CWA), and relevant federal, state, and local regulations. Directs daily operational procedures of sewage treatment influent pumping and storage facilities, collection system storage facilities, pump stations, and other related facilities to minimize sanitary sewer overflows (SSOs); works in conjunction with other managers/supervisors to ensure daily implementation of procedures. Directs control of major pump stations which have SCADA system control capability; identifies critical issues related to sewage collection and storage on a 24-hour basis; observes weather forecasts to determine control strategies to minimize SSOs. Analyzes and interprets data to ensure compliance with established SCADA operating program guidelines. Detects, analyzes, and initiates modifications in the operating programs and procedures of the SCADA system. Communicates equipment issues/alarms from the SCADA system to the Pump Maintenance Manager, Wastewater Treatment Maintenance Manager, and/or Wastewater Treatment Plant Supervisor. Writes policies, procedures, and programs relating to the implementation of system operations according to City-Parish ordinances and federal, state, and local regulations. Assists with the preparation of the operations and maintenance budget. Prepares and maintains daily, monthly, and annual reports as required. Coordinates and works with other managers to ensure efficient operation of sewage pumping and treatment facilities. Coordinates and works with the Information Services department to ensure an effective and efficient SCADA networking system. Investigates and resolves technical problems and handles public relations issues. Interviews, selects, trains, and evaluates employees; ensures employees adhere to City-Parish and departmental policies and procedures; disciplines employees when necessary.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of sewage pumping, storage, and treatment facilities. Knowledge of SCADA software. Knowledge of programmable logic controllers, indicators, and other sensing equipment. Knowledge of standard operating procedures for sewage collection, storage, and treatment facilities. Knowledge of the occupational hazards and safety precautions involved in sewage collection and treatment operations. Knowledge of applicable laws, codes, and regulations. Ability to analyze and interpret information to adjust the operations of sewage pumping, storage, and treatment facilities. Ability to organize, supervise, and coordinate the work of subordinate personnel performing computerized monitoring of sewage pumping, storage, and treatment facilities. Ability to communicate effectively, both orally and in writing. Ability to prepare clear and concise policies and procedures, records, reports, correspondence, and other written materials. Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in meeting new problems. Ability to exercise independent judgment and initiative within general policy guidelines. Ability to work after scheduled hours and during emergency situations. Ability to establish and maintain effective working relationships with others. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
