GENERAL DESCRIPTION
Under the direction of the Chief of Operations & Maintenance/Wastewater, performs administrative work managing the maintenance, inspection, and repair of sewage pumping, storage, and treatment facilities and storm water pumping stations. Work involves managing a comprehensive program and subordinate supervisors engaged in operating, maintaining, and repairing pumps, electrical and instrumentation equipment, and other related equipment. Work also involves managing vendor contracts and ensuring compliance with federal, state, and local regulatory requirements. An employee of this class may be on twenty-four-hour call. Performs other work as requested.

ESSENTIAL WORK TASKS
Manages the predictive and corrective maintenance and repair of sewage pumping, storage, and treatment facilities and storm water pumping stations; ensures compliance with federal, state, and local regulatory requirements. Develops and updates plans for predictive maintenance on a quarterly basis and corrective maintenance as needed. Manages vendor contracts; reviews and approves all contract payments. Reviews and monitors the maintenance of sewage treatment facilities, including work time, materials, and vehicle usage, utilizing the Computer Maintenance Management System (CMMS). Oversees supervisors and contractors performing maintenance on the Supervisory Control and Data Acquisition (SCADA) system, instrumentation and control systems, high voltage equipment, generators, large pumps and motors, submersible pumps, pump shafts, compressors, and drive shafts. Personally inspects the adequacy of maintenance work and the performance of major maintenance and repairs of pumps and allied control equipment. Serves as liaison with contractors, property owners, and engineers for maintenance and repair activities. Ensures supervisors are properly maintaining records, parts inventory, and equipment information. Prepares and maintains daily, monthly, and annual reports as required. Assists with the preparation of the operations and maintenance budget. Coordinates and works with other managers to ensure efficient operation and maintenance of equipment. Interviews, selects, trains, and evaluates employees; ensures employees adhere to City-Parish and departmental policies and procedures; disciplines employees when necessary. Investigates and resolves complex technical problems and complaints.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of sewage pumping, storage, and treatment facilities and storm water pumping stations. Knowledge of the construction, operation, and maintenance of sewage treatment plants, storage facilities, sewage pump stations, gravity sewers, and force mains. Knowledge of the operation and maintenance of pumps and electrical controls involved in the operation of automatic pumping stations. Knowledge of pipefitting, mechanics, electrical, and instrumentation trades. Knowledge of the repair of programmable logic controllers, SCADA system, computer equipment, and electronic, pneumatic, and hydraulic controls. Knowledge of computer maintenance management software. Knowledge of the occupational hazards and safety precautions of sewage pumping and treatment facilities and the electrical, mechanical, and instrumentation trade. Knowledge of applicable laws, codes, and regulations. Ability to read and interpret electrical diagrams, schematics, pump curves, engineering drawings, and equipment specifications. Ability to organize, supervise, and coordinate the work of subordinate personnel performing technical maintenance operations. Ability to manage vendor contracts. Ability to adapt available tools and repair parts to specific repair problems. Ability to diagnose and solve problems on critical and complex automated equipment. Ability to communicate effectively, both orally and in writing. Ability to prepare clear and concise policies and procedures, reports, correspondence, and other written materials. Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems. Ability to exercise independent judgment and initiative within general policy guidelines. Ability to maintain accurate maintenance records. Ability to work after scheduled hours and during emergency situations. Ability to establish and maintain effective working relationships with others.
