GENERAL DESCRIPTION
Under the direction of the Mayor-President, this at-will position administers the Pilot Performance Partnership (P3) initiative through coordination of partners, oversight of implementation of the proposed plan and activities, and tracking of outcomes as they become evident from the evaluative feedback. Work involves resolving any barriers to project success by working with the partners in conjunction with the Partnership Advisory Council (PAC) and Mayor-President's Office. This person will be responsible for the overall governance structure of the partnership, the cooperative relationships among the partners, and project accountability to the Mayor-President's Office. The Project Manager will work closely with the Federal and State Grant Coordinator for federal reporting requirements and all financial transactions. Performs other work as requested.

ESSENTIAL WORK TASKS
Works with evaluation team to ensure that the tracking function is in place and is utilized by partners. Establishes cooperative and collaborative working relationships with partners, PAC, and lead partner, the Mayor-President's Office. Makes adjustments in the project plan at benchmark periods, in conjunction with PAC if implementation is not proceeding as planned. Develops a regular communication schedule with the Mayor-President, PAC, community stakeholders, and the P3 youth participants. Develops a regularly scheduled review of project's progress towards goals and objectives with Evaluation Team. Administers the local DOE Pilot Performance Partnership Program through the Mayor-President's Office. Ensures participation and collaboration from local stakeholders, including schools, community organizations, workforce development organizations, and PAC. Coordinates and participates in all P3 administration/management and working group meetings and ensures that meeting proceedings are communicated to all P3 partners. Prepares quarterly grant progress reports and other program reports as needed and submits on a timely basis. Works closely with Mayor-President's Office to ensure required reports are timely submitted to the funding body, after approval from the Mayor. Monitors and approves all budget expenditures, including requests for modification with the funder. Communicates with funder, as required. Ensures that all financial records are in order and meets the required federal and state standards. Assists with the oversight and monitoring of contract agencies. Oversees partner performance, from perspective of effective collaboration as well as performance outcomes.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the Pilot Performance Partnership (P3) grant. Knowledge of grantor requirements, reporting procedures, policies, and practices. Knowledge of mathematics and English used to keep records and produce reports. Skill in the operation of modern office equipment and in the use of standard computer applications. Skill in preparing technical reports, budgets, proposals and correspondence, project management, making presentations and presenting ideas clearly and concisely in writing and/or verbally. Ability to compile and analyze statistical data and make effective recommendations in regards to the grant administration. Ability to make reasonable and objective decisions and recommendations within established policies and guidelines. Ability to establish and maintain effective working relationships with local stakeholders, including schools, community organizations, workforce development organizations, and PAC. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Master's Degree in education or social work, three to five years of school administration experience, and two years of experience working with at-risk youth. School administrator or Licensed Clinical Social Worker (LCSW) with federal grant administration and implementation experience is preferred.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Position may require State of Louisiana licensure as a Licensed Clinical Social Worker (LCSW).
