Under the direction of an employee of a higher classification, performs responsible floodplain management work for the Department of Development. Work involves overseeing the office responsible for implementing flood loss reduction activities to ensure compliance with the National Flood Insurance Program (NFIP). Work is performed with relative independence and is reviewed through personal conferences and for results obtained. Performs other work as requested.
ESSENTIAL WORK TASKS
Oversees the Floodplain Management Office; supervises a small staff performing floodplain management duties. Issues flood zone determinations to ensure compliance with community development standards and the NFIP; reviews final elevation forms. Assists in the review of drainage impact studies, stormwater management plans, and floodplain mitigation plans for compliance with current regulations. Manages the Community Rating System (CRS) program to maintain and improve, when possible, the rate classification. Explains requirements of NFIP to the general public, elected officials, developers, architects, land surveyors, planners, and engineers. Maintains a reference library which includes current and previous literature related to floodplain management; ensures office has adequate copies of current floodplain management studies, maps, and reference materials. Reviews and approves updates/revisions to the Flood Insurance Rate Maps (FIRM). Conducts annual review of the Federal Emergency Management Agency (FEMA) "Repetitive Loss" list to accurately identify properties and establish priorities for mitigation. Provides technical guidance regarding mitigation methods available to citizens including acquisition and relocation, elevation, demolition/rebuild, flood-proofing, and retrofitting.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the NFIP, including the CRS. Knowledge of The Plan of Government, City-Parish Code of Ordinances, and City-Parish Resolutions. Knowledge of Geographical Information System (GIS) software. Knowledge of NFIP permitting requirements and the software programs utilized in the permitting process. Knowledge of Stormwater Management Plan (SWMP) for the City-Parish. Knowledge of Sediment and Erosion Control measures. Knowledge of the Unified Development Code (UDC). Knowledge of the basic principles of surveying, building construction, hydrology, and hydraulics. Knowledge of all applicable procedures and/or standards regarding the maintenance and storage of records. Skill in the operation of modern office equipment and in the use of standard application software. Ability to plan, organize, and supervise the work of subordinate employees. Ability to communicate effectively, both orally and in writing. Ability to maintain files and keep records up-to-date. Ability to establish and maintain effective working relationships with subordinates, government/public officials, contractors, and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in environmental science, engineering, planning, hydrology and water resources science, or a related field, and three years of experience in floodplain management.
Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Certified as a Floodplain Manager (CFM) by the Association of State Floodplain Managers (ASFPM). Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
