GENERAL DESCRIPTION
Under the direction of the Environmental Services Director and Assistant Environmental Services Director, performs highly responsible professional administrative and supervisory work directing the financial administration of operating and capital improvement projects for the Department of Environmental Services. Work involves the efficient administration of all financial and administrative matters associated with East Baton Rouge Sewerage Commission (EBROSCO), Sanitation, and Stormwater operating and capital improvement programs. Work involves the supervision of professional, technical, and clerical staff; financial stewardship of City-Parish funds; and representation of the department in a variety of public forums (e.g. Metro Council meetings). Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.

ESSENTIAL WORK TASKS
Actively participates in the senior leadership team of Environmental Services to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs. In this role, consults closely with the Environmental Services Director, Assistant Environmental Services Director, and fellow senior leadership team members. Administers and manages the contracts with capital improvement program managers (contractors, architects, engineers) to meet the financial and performance objectives of the respective programs. In close cooperation with the Environmental Services Director, provides project oversight of contractors' performance on assigned projects and programs. Consults with stakeholder groups (contractors, architects, engineers, developers, citizens, and City-Parish employees) regarding the financial and contractual administration of operating and capital improvement projects for the Comprehensive Sewerage Enterprise, Solid Waste Disposal Facility, Solid Waste Collection, and Stormwater funds. Prepares the operating and capital improvement budgets for the Comprehensive Sewerage Enterprise, Solid Waste Disposal Facility, Solid Waste Collection, and Stormwater funds. Analyzes financial alternatives for the operating, debt service, and capital budgets for the Comprehensive Sewerage Enterprise, Solid Waste Disposal Facility, Solid Waste Collection, and Stormwater funds through the use of financial modeling, utilizing known factors such as revenue and expense trends, as well as other variables. Meets with federal, state, and local governmental officials in order to negotiate a fair and effective consent decree; monitors implementation of the consent decree. Develops financial policies and procedures; prepares periodic and special financial reports. Supervises employees in the Department of Environmental Services - Office of Financial Services. Interviews, selects, trains, and evaluates employees; ensures employees adhere to City-Parish and departmental policies and procedures; disciplines employees when necessary.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern principles, practices, and procedures of public financial administration with emphasis on accounting, auditing, and budgetary procedures. Knowledge of the financial aspects of the Sewer, Sanitation, and Stormwater programs. Knowledge of applicable federal, state, and local laws. Knowledge of applicable ordinances, policies, and procedures. Knowledge of the operations, functions, policies, and procedures of the Department of Environmental Services. Knowledge of the Plan of Government provisions, ordinances, and state laws governing the financial administration of local government. Knowledge of the City-Parish's account code structure. Ability to organize, plan, direct, and evaluate the work of others. Ability to analyze and effectively explain the financial aspects of the Sewer, Sanitation, and Stormwater programs to public officials and neighborhood groups. Ability to utilize the financial systems to extract financial data for analysis. Ability to audit and monitor large construction projects for contractual compliance. Ability to establish and maintain effective working relationships with subordinates, superiors, and other interested parties. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in accounting and eight years of professional level experience in contract administration and management, accounting, or auditing, including four years of managerial experience (may include complex project management).

SUBSTITUTIONS
CPA may substitute for one year of work experience; or any equivalent combination of education and experience.
