LOCATION OF WORK
Under the administrative direction of the Mayor-President's Office, performs responsible administrative and professional work in convening administration experts, nonprofit organizations, local universities, local funding sources, and other key stakeholders to conduct an assessment of existing service levels within the City-Parish so that benchmarks can be established. This position is responsible for developing a comprehensive citywide service plan and submitting the high-level action plan and initiative plan templates to the Cities of Service coalition within the grant specified timeframe. Work is reviewed through conferences and for desired results. Performs other work as requested.
ESSENTIAL WORK TASKS
Produces a coordinated citywide plan with detailed and specific initiatives to increase the amount and impact of service; the comprehensive plan must target at least two priority need areas and be completed within the specified time limitations. Launches a website that benefits both residents seeking volunteer opportunities and organizations seeking to engage residents within the Baton Rouge locality. Identifies and develops collaborative working relationships with local and state service partners. Engages university partners in the development and implementation of the service plan at a variety of levels, including university leadership, academic and research support, and student participation. Applies for funding and resources from federal and state programs and philanthropic organizations. Submits progress reports in a timely fashion to meet grantor objectives; may perform additional tasks as determined by Cities of Service and in consultation with the City-Parish. Serves as a resource to city intergovernmental staff and local and regional legislators on service policy and as a primary regional liaison for the Cities of Service coalition; works to activate mayors within the region for events, collective service, public education, and advocacy efforts. Works with other cities in the Cities of Service coalition to develop and implement cooperative information sharing efforts; supports Cities of Service in recruiting additional mayors to the coalition. Joins statewide and/or regional gatherings of Mayors/City Managers and other civic leaders to discuss current service issues and to develop strategies to increase civic engagement and the amount and impact of local service efforts.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of available Federal, State, and Local funding sources. Knowledge of governmental interrelationships and functions. Knowledge of service policies, and the Cities of Service coalition goals and objectives. Knowledge of grantor requirements, reporting procedures, policies, and practices. Knowledge of the structure of the English language used to prepare reports and communicate effectively with others. Knowledge of standard web design practices and online environments. Skill in forming collaborative partnerships with various entities including administrators, nonprofits, universities, local philanthropists, and other key stakeholders. Skill in the operation of modern office equipment and proficiency in the use of standard computer applications. Ability to perform detailed research, analyze the results, and write an action plan. Ability to express ideas clearly and concisely, both orally and in writing, to management, administrators, stakeholders, and the public. Ability to manage and organize multiple work assignments and projects. Ability to establish and maintain effective working relationships with superiors, co-workers, other groups and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in public administration, business administration, or a closely related field, and five years of progressively responsible work experience in the areas of the public sector or non-profit communities.
Any equivalent combination of education and experience.
