Department of Environmental Services

Under the direction of the Environmental Services Director, assists in directing, managing, supervising, and coordinating all aspects of the East Baton Rouge Sewerage Commission (EBROSCO), Sanitation Program, and Stormwater Program. Work involves responsibility for assisting the director with the City-Parish Wastewater Division including wastewater collection, conveyance, storage, and treatment systems, pretreatment and environmental compliance, and laboratory services; the City-Parish Sanitation Division including solid waste environmental compliance, landfill management, and recycling programs; and the Stormwater Division including engineer planning and design, operations and maintenance, and environmental compliance. Duties include representation of the department in a variety of public forums (e.g. Metro Council meetings) and assisting in full management of the assigned services and related activities including financial and engineering planning, operation and maintenance, contract management, and customer service. Performs other work as requested.

Actively participates in the senior leadership team of Environmental Services to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs. In this role, consults closely with the Environmental Services Director and fellow senior leadership team members. Assists in directing all aspects of the East Baton Rouge Sewerage Commission (EBROSCO) including engineer planning and design, operations and maintenance, and finance and administration. Assists in directing all aspects of the Sanitation Program including solid waste environmental compliance, recycling programs, and landfill operations. Assists in directing all aspects of the Stormwater Program including engineer planning and design, operations and maintenance, and environmental compliance. Responsible for all environmental compliance reporting for the EBROSCO, Sanitation Program, and Stormwater Program. Oversees waste reduction and solid waste contracts and preparation of bid specifications. Assists with the development of recommendations for wastewater rates, fees, adjustments, and charges. Develops policies and procedures for response to routine storm events, hurricanes, flooding, and other crisis events. Develops and implements goals, objectives, policies, and priorities for the assigned service areas, programs, and operations. Recommends and administers policies and procedures to the director. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; plans, develops, and implements methods and procedures designed to improve operations, minimize operating costs, and promote the most efficient use of labor and material. Plans, directs, coordinates, and reviews the work plans of direct reporting managers and support staff; assigns responsibility for work activities, projects, and programs; meets with staff to identify and resolve problems. Negotiates contracts and coordinates at a high level with consultants regarding major projects and activities. Assists with the development and administration of the annual budget including the forecast of funds needed for staffing, equipment, materials, and supplies. Oversees and participates in providing customer service to internal and external customers by responding to and resolving escalated sensitive inquiries and complaints; negotiates sensitive and controversial issues. Appears in a variety of public settings to represent the department, including Metro Council meetings, public hearings, public outreach programs, and before various boards and courts to testify in appeals and other legal actions. Stays abreast of new trends and innovations in sewer, sanitation, and stormwater technology. Plans, monitors, and evaluates the performance of assigned managers and staff; establishes performance requirements and personal development targets; provides feedback to recognize performance or coaching for performance improvement and development; takes disciplinary action, up to and including termination, to address performance deficiencies.

Knowledge of the principles and practices of wastewater collection, conveyance, storage, and treatment systems. Knowledge of City-Parish ordinances and regulations regarding the disposal of solid waste. Knowledge of pertinent federal, state, and local laws related to EBROSCO. Knowledge of Environmental Protection Agency (EPA) and Louisiana Department of Environmental Quality (LDEQ) regulations. Knowledge of the Stormwater Management Plan (SWMP) for the City-Parish. Knowledge of the Unified Development Code (UDC) and National Flood Insurance Program (NFIP). Knowledge of procedures and equipment used in the collection and disposal of waste. Knowledge of principles and practices of municipal budget preparation and administration. Knowledge of the principles and practices of engineering and construction, particularly as applied to wastewater and stormwater engineering and compliance programs. Knowledge of the modern developments, current literature, and sources of information regarding professional engineering. Knowledge of all types of construction, materials, methods, and stages of construction. Knowledge of Geographical Information Systems (GIS) and Supervisory Control and Data Acquisition (SCADA) systems. Knowledge in providing effective performance feedback and conducting performance appraisals. Ability to oversee and manage comprehensive Sewer, Sanitation, and Stormwater programs. Ability to organize, supervise, and coordinate the work of subordinate personnel performing varied Sewer, Sanitation, and Stormwater functions. Ability to negotiate agreements and contracts. Ability to read and accurately interpret plans, specifications, and blueprints. Ability to manage public works projects. Ability to prepare and administer program budgets, including capital budgets. Ability to review and determine the validity of time and cost estimates. Ability to research, analyze, and evaluate new service technology methods and techniques. Ability to analyze complex operational and administrative problems, evaluate alternatives, and recommend and/or implement effective courses of action. Ability to lead the development and implementation of goals, objectives, policies, procedures, work standards, and management controls. Ability to select, motivate, and evaluate staff and provide for their training and development. Ability to communicate effectively with staff and customers by building trust, establishing partnerships, and developing collaborative problem solving approaches. Ability to represent the City-Parish to the public. Ability to communicate effectively, both orally and in writing. Ability to prepare clear and concise records, reports, correspondence, and other written materials. Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems. Ability to exercise independent judgment and initiative within general policy guidelines. Ability to establish and maintain effective working relationships with City-Parish officials and managers, representatives from other government entities, engineers, architects, vendors, and contractors.


Bachelor's degree in one of the recognized branches of engineering from the Louisiana Professional Engineering and Land Surveying Board, and eleven years of experience in professional engineering (such as sewer, traffic, streets and/or drainage planning, and/or construction), including four years of managerial experience (may include complex project management).

Any equivalent combination of education and experience as recognized by the Louisiana Professional Engineering and Land Surveying Board.

Possession of a license to practice professional engineering as issued by the Louisiana Professional Engineering and Land Surveying Board. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
