GENERAL DESCRIPTION
Under the direction of the Mayor-President, performs highly responsible professional work as the Chief of Staff. The position includes oversight of all City-Parish departments and coordination of special projects and interdepartmental initiatives. The Chief of Staff performs a variety of management duties and is responsible for the implementation of all policies set by the Mayor-President. The Chief of Staff provides professional advice to the Mayor-President, City Council, and a variety of officials, departments, boards, and committees concerning the development, implementation and administration of the policies, goals, regulations, and statutory requirements related to the administration and operation of the City-Parish. Work is performed under minimum supervision; incumbent exercises initiative and discretion in daily activities. Work is reviewed through daily review of performance and of assignments completed. Performs other work as requested.

ESSENTIAL WORK TASKS
Facilitates the operations of the City-Parish in accordance with City Ordinances, Plan of Government, and all state and federal laws; serves as a liaison between the Mayor-President and department leaders, keeping the Mayor apprised of departmental activities; provides oversight of professional contractors and consultants as needed; assists departments with resolution of issues requiring the attention of the Mayor-President; monitors and evaluates progress of departments towards the goals and objectives of the Administration. Oversees and participates in the resolution of inquiries and complaints from the public and other organizations. Assists the Mayor-President with strategic and long-range planning for the City-Parish; participates in planning efforts at the local and regional level; keeps the Mayor-President apprised of developments at the state and federal level that impact the City-Parish; monitors pending legislation for impact on the City-Parish; oversees compliance with new legislation. Represents the Mayor-President and the City-Parish at various meetings, functions and events; serves as a liaison to various civic and governmental organizations and committees, taskforces, boards, and commissions; confers regularly with officials from other municipalities, chambers of commerce, authorities, and commissions; provides information about City-Parish operations; participates in discussions and decisions and keeps the Mayor-President apprised of such activities. Facilitates problem solving at all levels in the organization; works with department leaders and senior management to ensure effective coordination and cooperation among departments; coordinates the continuous review of interdepartmental processes for quality control and improvement; responds to inquiries from the public regarding issues unresolved at the departmental level. Coordinates special projects for the Mayor-President. Other duties as assigned by the Mayor-President.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of public administration and administrative management. Knowledge of the techniques and methods of report preparation and of related research and analytical techniques. Knowledge of the principles, practices and techniques of public information and public relations work. Ability to prepare clear and concise reports, articles and press releases. Ability to research and analyze data and make effective recommendations and decisions based on said analysis and research. Ability to effectively supervise a staff of professional and clerical employees. Ability to establish and maintain effective working relationships with government officials, the business community, other employees and the general public. Ability to express ideas effectively, through public speaking and in writing, to groups and to individuals.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in business or public administration or a closely related field, and five years of experience in an administrative capacity.
