GENERAL DESCRIPTION
Under the direction of a City Court Administrator, acts in the capacity of Division Chief for the Accounting Division of Baton Rouge City Court performing highly complex professional administrative work. Work involves the responsibility for directing, planning, overseeing, and coordinating the activities of professionals and sub-professionals providing services to the public and managing financial accounting of fiscal matters relative to Baton Rouge City Court. Duties also include assisting the Clerk of Court/Judicial Administrator, other Court Administrators, and/or City Judges. Under rules of the Court and Laws of the State, an employee of this classification is an officer of the Court and must certify for the Court legal documents before being processed. Supervision is exercised over a medium to large staff of fiscal and/or legal classifications that support and facilitate the processing of all financial matters relative to Baton Rouge City Court. Performs other work duties as requested.

ESSENTIAL WORK TASKS
Supervises, directs, plans, and coordinates the activities of the accounting division of Baton Rouge City Court; oversees all daily operations relative to the accounting division such as monitoring kiosk on-site and off-site; maintenance and servicing of ATM machines, Tax Garnishment Program, and Bonds. Manages and oversees the collection and disbursements of all funds received by City Court maintaining internal controls and accounting of all funds in a secure method. Oversees the daily deposit, collections of all fines, fees, and court costs; ensures that all reports are completed timely and accurately. Performs internal audits of all City Court cashiers and cash accounts and reports findings; recommends corrective measures, procedures, and policy changes. Organizes, assigns, and supervises clerical, legal, and/or fiscal employees in preparing court records and processing court filings, prepares court dockets, and maintains court records and minutes of court proceedings. Ensures the coordination and assignment of personnel as needed daily to assist in the accounting division and the Public Tag Agency - Office of Motor Vehicles (OMV). Reviews and evaluates all procedures and policies in the accounting division and implements necessary changes to ensure increased efficiency, accuracy, and service to the public and to the Court; seeks approval from a City Court Administrator before implementing changes that would impact those outside the accounting division. Educates staff to increase their knowledge and understanding of accounting division processes to ensure the highest quality of service is provided. Reviews periodically all accounting division forms, publications, and written materials including website information to ensure that services and information offered to the public are available, easily understood, and executed. Supervises the safeguarding and proper deposit of all money collected throughout the Court through Brinks Security or the Constable's Office. Keeps abreast of changes in laws and regulations regarding court finance operations, procedures and regulations, and other matters relating to the operations of the accounting division and City Court operations. Instructs, trains, and assists subordinate employees on changes in policies and procedures. Assists the public as needed and resolves problems on individual court cases relative to payment processes and procedures with the accounting division. Provides information from court records and files as authorized and as requested by the public or outside agencies. Interviews applicants and recommends appointments for vacant positions; supervises, evaluates, trains, and disciplines subordinate employees.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of court procedures, legal terminology, laws, regulations, and orders pertinent to City Court. Knowledge of the principles of office management and supervision and the ability to apply the principles to office operations and varied work problems. Skill in the use of modern office equipment such as telephone, computer, copier, calculator, and related peripherals. Ability to plan, organize, assign, evaluate, and supervise the work of a medium to large size clerical, legal, and/or fiscal staff. Ability to communicate clearly and effectively, both orally and in writing. Ability to deal tactfully and skillfully with Judges, officials, attorneys, employees, complainants, defendants, and others contacted in relation to court operations. Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in addressing and resolving problems. Ability to establish and maintain effective working relationships with Judges, Court Administrators, employees, and others contacted in the course of work. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in business, criminal justice, accounting, finance, social sciences, or a related field, and four years of experience in progressively responsible clerical, legal, or fiscal work, including three years of supervisory experience.
