GENERAL DESCRIPTION
Under the direction of the EMS Administrator, functions as a compliance professional that reviews and evaluates compliance issues/concerns within the organization. Work involves providing leadership, work assignments, evaluations, training, supervision, and guidance to subordinate employees. Performs highly skilled professional work to ensure departmental compliance with all federal, state, and local laws, regulations, and procedural issues. Work involves the use of independent judgment within established guidelines and is reviewed through written reports and conferences. Performs other work as requested.

ESSENTIAL WORK TASKS
Maintains responsibility for the regulatory review and execution of departmental compliance requirements. Assists executive management in ensuring processes and staff compliance with applicable policies, procedures, rules, and regulations. Provides guidance to the various operating units in the department. Oversees the development and implementation of compliance procedures and systems. Manages the confidentiality of information required to be undisclosed; monitors the effectiveness and adequacy of the compliance policy and program. Conducts investigations and recommends policy and/or procedure changes. Develops and maintains a system for uniform handling of compliance results; ensures adequate response to all compliance and related helpline calls and contacts. Identifies potential areas of compliance vulnerability and risk. Works with appropriate personnel to develop an effective compliance training program. Creates and maintains templates for reports, guidelines for documentation, and training materials. Monitors the department's performance measures to ensure reporting compliance.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of industry practices and processes. Knowledge of the medical industry and medical terminology. Knowledge of rules and regulations of governmentally regulated health insurance programs (Medicare, Medicaid, etc.). Knowledge of mobile technologies and computer networking systems. Knowledge of electronic documentation processes and workflow. Knowledge of Excel, Word, and other reporting-based software. Ability to multitask and follow through with complex assignments. Ability to handle complex situations and think systematically. Ability to deal with all personalities and maintain composure under stressful conditions. Ability to create ad hoc data mining reports. Ability to develop and execute documentation training. Ability to express ideas clearly and concisely, orally and in writing, to groups, and to individuals, and considerable knowledge of business English for preparing narrative reports. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Associate's degree in business, health care administration, or a related field and three years of experience in auditing and compliance.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Position(s) of this classification may require possession of Certified Ambulance Compliance Officer (CACO) and/or Certified Ambulance Privacy Officer (CAPO) certification.
