GENERAL DESCRIPTION
Under the direction of a higher classification, performs advanced level professional, supervisory, and administrative work involving outreach and training as it relates to transparency, open data, and the enterprise Geographic Information System (GIS). Duties may include reviewing websites, web page content, datasets, GIS applications, and other online content to ensure information is current and accurate. The incumbent to this classification coordinates activities with Information Services, other City-Parish departments, and outside agencies to meet overall objectives of the City-Parish's Open Data and Transparency Policy. Work requires the exercise of considerable independent judgement in accordance with established policies, rules, and regulations. Work is reviewed through conferences, written reports, and results obtained. Employees of this class are required to work in the Information Services Department. Performs other work as requested.

ESSENTIAL WORK TASKS
Coordinates city-wide activities in the Transparency and Data Governance Program areas including: Open Data, GIS, the Citizen Data Academy, etc.; develops and publishes program information; ensures information published is current and reliable. Develops plans and goals for outreach and training in collaboration with all City-Parish departments, outside agencies, and citizens which include the development, implementation, and monitoring of policies and procedures in accordance with current professional standards. Confers with supervisors, co-workers, and end-users to plan, organize, design, and coordinate updates for the City-Parish website and open data portals; monitors and evaluates web page usage to determine modification needs; updates and expands information on web pages to attract repeat users. Maintains effective working relationships with City-Parish department leaders and liaisons to ensure understanding of departmental goals for developing and maintaining useful, accessible, current, and reliable internet and intranet content. Assists departmental staff with the development of business plans, performance objectives, and performance measures. Assists departmental staff with tracking program performance and identifying areas needing improvement for relevant City-Parish programs. Participates and collaborates with City-Parish leadership in performance improvement projects and initiatives. Provides research, technical, and analytical support on performance standards. Develops procedures to manage and organize collected performance data and provides meaningful information to day-to-day managers and policymakers. Plans, executes, and supervises assigned special projects. Provides support with the preparation of award nominations related to transparency efforts. Represents the Department of Information Services at various meetings and conferences and interacts with a wide range of officials, department leaders, colleagues, and the general public.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of World Wide Web practices and procedures and understanding of web technology. Knowledge of web authoring tools, viewing methodologies, and hypertext markup language. Knowledge of web graphical design standards and the ability to use these standards to create effective web graphical content. Ability to employ communications theory concepts to create effective and appropriate web content. Ability to develop original or convert existing textual content for electronic media using editorial discretion and in accordance with accepted publishing standards. Ability to develop aesthetically appealing web pages and user interfaces to communicate effectively in electronic media. Ability to train authorized users on appropriate software tools and standards to convert, create, and maintain documents on the internet and intranet. Ability to develop procedures, manuals, or other instructive material. Ability to perform research, collect and review analytic data, and prepare reports. Ability to write concise, accurate, and grammatically correct material. Ability to express ideas effectively, orally and in writing, to groups and to individuals, and to gather, objectively analyze, present, and apply information and data. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in mass communications, information technology, business administration, public administration, or sociology.

SUBSTITUTIONS
Any equivalent combination of education and experience.
