GENERAL DESCRIPTION
Under the general direction of a higher classification in the Office of Business Operations and Capital Programs, performs responsible fiduciary and administrative support work of a complex nature for the Greater Baton Rouge Parking Garage Authority Division. Responsibilities include acting as the point of contact and liaison between the City-Parish and the parking management company for routine financial transactions and daily operations associated with the parking facilities and surface lots. The incumbent to this classification must exercise considerable independent judgment, as well as confidentiality. Performs other work as requested.
ESSENTIAL WORK TASKS
Works with the parking management company as it relates to daily transactions, bank deposits, validated tickets, event calendars, etc. for proper recording of expenses, journal entries, and cash receipts in the financial system.
Reconciles daily and monthly financial transactions for processing monthly invoices.
Prepares or controls the Greater Baton Rouge Parking Authority Division's budget; monitors expenditure levels; provides fiscal control over expenditure requests.
Ensures the clearance of accounts receivable by monthly review of the aging schedule.
Works with the parking management company and private groups to negotiate requests for monthly rentals, special event discounts, and short and long-term leases; obtains approval from upper management for applicable requests.
Acts as a liaison between the parking management company and the City-Parish for facility repair requests; follows up on all applicable repairs to ensure the City-Parish and the parking management company adhere to contractual obligations; verifies the completion of all repair requests.
Coordinates annual facility inspections to ensure all maintenance requirements described in the parking management company's contract are being executed.
Facilitates quarterly operational reviews using parking activity statistics, parking survey results, accounts receivable reports, etc.
Manages revenue generation improvements based on quarterly reviews of revenue, parking activity statistics, etc.
Manages damage restitution & recovery processes for personal property and the City-Parish parking facilities/equipment; works with the parking management company to obtain video evidence related to City-Parish property damage; collaborates with the Parish Attorney's office to secure payment for damages to City-Parish property.
Collaborates with City-Parish leaders to develop feedback for the parking management company; makes recommendations to City-Parish leaders based on analysis and daily involvement; reports feedback to the parking management company.
Prepares correspondence such as memorandums, emails, invoices, statements, reports, and other materials with instructions; creates charts, tables, graphs, and spreadsheets to complete complex reports.
Performs detailed research; prepares and maintains various administrative, annual, and technical reports, records, etc.; maintains relevant databases.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the organizational structure and administrative and legislative procedures of City-Parish government.
Knowledge of the Greater Baton Rouge Parking Authority Division's operational policies and procedures.
Knowledge of business English, spelling, and arithmetic.
Knowledge of modern office practices, procedures, equipment, and clerical processes.
Knowledge of municipal practices and procedures used in budgeting and accounting for fund enterprise operations.
Skill in the use of modern office equipment such as the telephone, calculator, copier, personal computer or terminal, and related peripherals.
Ability to establish and maintain effective working relationships with department/division leaders, other employees and staff, other departments/divisions, outside agencies, and the public.
Ability to communicate effectively, both orally and in writing.
Ability to maintain confidentiality of records and materials.
Ability to work independently and effectively to resolve administrative problems.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation and management of the parking garages and surface lots.
MINIMUM REQUIREMENTS
High school diploma, GED, HiSET, or equivalent certificate of competency and four years of experience in a variety of responsible clerical duties.

Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
