GENERAL DESCRIPTION
Under the direction of the Sanitation Manager, performs responsible professional work developing and growing the City-Parish's Recycling Program. Work involves promoting community participation in recycling and waste reduction through outreach initiatives. Responsibility includes developing reports, graphic designs, and newsletters and ensuring information made available on the program's website is current and reliable. Work is evaluated through regular staff meetings, written reports, and results obtained from community participation in recycling. Performs other work as requested.

ESSENTIAL WORK TASKS
Develops/cultivates the City-Parish's Recycling Program and identifies partnership opportunities; researches best practices for program modeling and ideas. Identifies funding opportunities for recycling and waste reduction outreach projects. Plans and executes community outreach events for the recycling program; maintains the annual events calendar. Assists in the development and implementation of various school outreach projects; creates educational outreach material and innovative ways to reach and engage children. Manages or assists with special collection projects such as America Recycles Day and Household Hazardous Material Collection Day. Directs and supervises the work of volunteers for outreach projects; works closely with the 'Green Team', waste haulers, custodial and recycling staff members, etc. Assists to resolve customer issues with recycling by inspecting the carts and educating residents on proper recycling. Acts as a spokesperson for the City-Parish's Recycling Program as needed; conducts one-on-one education for residents; participates in presentations at local meetings including civic associations, garden clubs, rotary and book clubs, church groups, and other citizen groups to educate the public regarding the recycling program. Assists in developing graphic displays, slide shows, brochures, newsletters, and other outreach materials for the recycling program. Updates the recycling program's resource guide and oversees its annual printing. Acts as a liaison between the Recycling Program and the Information Services Department to ensure website information is current and reliable. Develops and maintains local recycler databases. Researches and electronically compiles annual residential and commercial waste stream reduction data for East Baton Rouge Parish; utilizes computer input and analyzes data for report summaries. Researches, investigates, and compiles data for analysis as needed for selected recycling program projects.

Knowledge of local, state, and federal environmental regulations and enforcement procedures. Knowledge of research practices and principles. Knowledge of media relations. Knowledge of workshop and community outreach projects/events planning. Knowledge of database management. Ability to use a computer and relevant software to input, interpret, and analyze technical and statistical information and produce technical reports and graphic designs. Ability to develop and implement new programs. Ability to exercise sound judgment in effectively resolving problems both internal and external to the division. Ability to establish and maintain effective working relationships with staff, the public, volunteers, and members of various agencies and commissions on the local and state level. Ability to comprehend regulations and recommend program changes. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in environmental science, biology, chemistry, geology, physics planning, marketing, public relations, or any related field.

SUBSTITUTIONS
Any equivalent combination of education and experience.
