GENERAL DESCRIPTION
Under the guidance of the Director or Assistant Director of Human Development and Services, performs highly responsible administrative work in assisting the Baton Rouge Transitional Grant Area Advisory Council/Advisory Council in developing and implementing a comprehensive integrated health continuum for individuals living with HIV/AIDS. Work also involves establishing an intra-departmental relationship to implement the federally mandated duties and responsibilities for the Ryan White HIV/AIDS Program (RWHAP) Part A. Work is performed with considerable independence within the funding requirements of federal, state, and local government. Performs other work as requested.

ESSENTIAL WORK TASKS
Ensures the Advisory Council adheres to all federally mandated rules, regulations, and procedures. Establishes and maintains a working relationship with the Department of Human Development and Services' administrative staff to fulfill the needs of individuals with HIV and to ensure that funds are distributed in a manner most beneficial to create an effective HIV health care system. Leads the Advisory Council in developing membership reflective of local HIV demographics to fulfill the legislated voting membership breakdown; establishes an open-nominations process and an open forum for Advisory Council Meetings. Assists the Advisory Council in the development, implementation, and continuous assessment of its Integrated HIV Prevention and Health Care Plan; works with state committees and programs in the development of the State Integrated HIV Prevention and Health Care Plan. Assists the Advisory Council in conducting a needs assessment to collect pertinent information to establish program priorities and to determine funding allocation. Provides orientation and training for the Advisory Council to ensure comprehension of and compliance with the federal mandates and requirements in accordance with the Ryan White HIV/AIDS Treatment Extension Act. Serves as a liaison between the Advisory Council, the Department of Human Development and Services, service providers, and the community. Develops and maintains a mechanism to ensure that Advisory Council funding allocation recommendations are used according to the established system of HIV health care and priorities set for the fiscal year. Performs Advisory Council clerical duties.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of resources and political structures within the nine parishes that comprise the Baton Rouge Transitional Grant Area, as well as state resources and political structures. Knowledge of the medical and psychosocial issues of individuals with HIV/AIDS. Knowledge of principles and processes for providing client services, which includes needs assessment, meeting quality standards for services, integrated planning, and evaluation of client satisfaction. Knowledge of basic computer software programs like Microsoft Word, Excel, and PowerPoint. Skill in the use of multiple social media platforms and other forms of communication like email and public speaking before various groups. Skill in the operation of modern office equipment, such as the telephone, copier, calculator, computer terminal, and related peripherals. Skill in conducting the needs assessment process to assist in developing a strategic plan to meet the goals of the Advisory Council. Ability to comprehend and convey to new and existing Advisory Council Members the mandates and recommendations of the Health Resources and Services Administration (HRSA) and the legislative requirements for the Advisory Council. Ability to maintain effective working relationships with staff, funders, the community, private partners, external agencies, consumers, and other stakeholders. Ability to independently make informed objective decisions. Ability to deal with and resolve complaints in a calm and reasonable manner. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to maintain confidentiality of program, staff, and client information. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in public health, public administration, communication, health administration, social work or a related field and one year of supervisory experience.
