GENERAL DESCRIPTION
Under the leadership of the Urban Development Director or a designee, oversees a team of Program Analysts. Work involves close collaboration with federal reporting systems to ensure financial and programmatic compliance for various programs, including the Emergency Solutions Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA) Grant, Community Development Block Grant (CDBG), CDBG Disaster Recovery and Mitigation (CDBG-DR and MIT) Program, Home Investment Partnerships Program (HOME), Office of Lead Hazard Control and Healthy Homes grants, other Department of Housing and Urban Development (HUD) programs, and other federal grant programs. Work also involves managing day-to-day issues, monitoring staff compliance with policies and procedures, closing out federal projects/programs, overseeing internal controls, and managing and supervising staff. Performs other work as requested.
ESSENTIAL WORK TASKS
Oversees a team engaged in providing technical assistance and in collecting information from subrecipients.
Manages federal reporting systems by performing desktop monitoring, data entry, and submission of federal reports in HUD's Integrated Disbursement and Information System (IDIS), Disaster Recovery Grant Reporting System (DRGR), and the Office of Lead Hazard Control and Healthy Homes' HIGGINS system.
Performs oversight of audits by collecting and reviewing information for single audits and programmatic audits annually; conducts risk assessments on nonprofit organizations and other organizations based on performance, monitoring, and evaluations of the organization's current fiscal capacity prior to funding determination.
Leads a team of professionals responsible for reviewing requests for reimbursements, reports, asset management, loan portfolios, and underwriting.
Monitors compliance or oversees staff in the monitoring of affordable housing projects and construction developments to ensure that compliance with applicable regulations and requirements are met, including Davis-Bacon Act labor compliance, Section 3 labor compliance of the Housing and Development Act, and environmental reviews.
Attends public hearings, presents information about programs and funding availability, and participates in outreach activities; develops PowerPoint presentations for outreach activities or for providing technical assistance.
Produces documentation and reporting or supports staff in the production of action plans, consolidated plans, Quarterly Performance Reports (QPRs), and the Consolidated Annual Performance and Evaluation Report (CAPER); establishes and maintains systems for contract monitoring and records retention; conducts bid specifications and environmental record reviews; prepares reports and updates contracts.
Manages financials to ensure departmental budgeting requirements are met, including supporting the development of funding plans for projects, liaising with the City-Parish's Department of Finance, and tracking the financial goals of the department and its partners.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles, practices, and techniques of modern business administration with the capability of applying this knowledge to the administration of HUD programs.
Knowledge of cross-cutting federal regulations, such as single audits, the Davis-Bacon Act, Section 3 of the Housing and Development Act, Section 504 of the Rehabilitation Act as it relates to the Americans with Disabilities Act (ADA), procurement, and environmental reviews.
Knowledge of the principles and practices of program and financial management, including contract management, grants administration, and budgeting.
Ability to research and analyze data and apply that knowledge to federal, state, and local laws regarding procurement compliance and bid programs.
Ability to communicate clearly and concisely, orally and in writing, with staff, funding sources, the community, private partners, external agencies, consumers, and other stakeholders.
Ability to build and maintain effective working relationships with employees, management, vendors, and contractors.
Ability to think objectively and analytically and to perform work carefully, accurately, independently, and in groups; ability to organize, prioritize, and meet deadlines.
Ability to demonstrate commitment to the department's mission, values, and policies in the performance of daily duties.
DESIRABLE QUALIFICATIONS
Bachelor's degree or master's degree in business administration, public administration, or a related field and three years of professional level experience in federal grant management.
