GENERAL DESCRIPTION
Under the direction of the Program Administrator - HIV/AIDS, performs technical and administrative work in managing and implementing strategies of the national Ending the HIV Epidemic (EHE) Initiative. This classification leads the planning, coordination, and execution of the EHE Initiative at the local level. Work involves coordinating services with clinical and community-based partners, monitoring program effectiveness, and ensuring alignment with federal EHE goals. Work also involves creating, preparing, and updating the jurisdictional EHE Workplan for local, state, and federal agencies, including quarterly and annual reports on EHE Initiative program performance. General supervision may be exercised over lower-level staff. Performs other work as requested.

ESSENTIAL WORK TASKS
Leads and coordinates the implementation of HIV treatment strategies under the EHE Initiative. Ensures comprehensive linkage to care services and retention strategies for newly diagnosed individuals and People Living with HIV (PLHIV) re-engaging in care services. Works collaboratively with healthcare providers, case managers, and social workers to support PLHIV in achieving viral suppression. Establishes and maintains relationships with community-based organizations, healthcare providers, and public health officials to strengthen the HIV Care Continuum. Engages local and regional stakeholders in identifying gaps and barriers to receiving care and developing strategies that address these challenges. Conducts regular assessments of program effectiveness and makes recommendations for adjustments as necessary. Ensures timely reporting to funders, public health authorities, and key stakeholders regarding the progress of the EHE Initiative. Advocates for the needs of PLHIV in accessing care, treatment, and supportive services. Participates in planning, policy discussions, and advocacy efforts aimed at improving treatment access and outcomes for PLHIV. Collects, analyzes, and reports data on treatment access, care retention, and viral suppression outcomes in alignment with the EHE Initiative metrics and goals. Organizes and conducts training sessions for healthcare providers and community workers on best practices in HIV treatment and care retention strategies.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern office practices, principles, and techniques. Knowledge of the principles and processes for providing client services, which includes needs assessments, meeting quality standards for services, and evaluating client satisfaction. Knowledge of HIV/AIDS treatment protocols, the HIV Care Continuum, and the goals of the EHE Initiative. Skill in the leadership, time management, budgeting, problem solving, negotiating, and organizing associated with project management. Skill in collecting, analyzing, and reporting data in a healthcare or public health setting. Skill in the operation of modern office equipment, such as the telephone, copier, calculator, computer terminal, and related peripherals, as well as standard computer applications. Skill in conducting community needs assessments. Ability to plan, organize, and supervise professional, sub-professional, clerical, and volunteer staff. Ability to communicate and collaborate effectively and maintain effective working relationships with staff, funders, the community, private partners, external agencies, consumers, and other stakeholders. Ability to work effectively with diverse populations and make informed objective decisions. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to handle sensitive program, staff, and client information, maintaining confidentiality and professionalism. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in public health, public administration, health administration, or a related field and one year of experience in health education related to HIV or other health conditions and one year of supervisory experience.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS

Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
