GENERAL DESCRIPTION
Under the direction of the Director of Aviation, performs highly responsible professional administrative and supervisory work directing the financial administration of operating and capital improvement projects for the Greater Baton Rouge Airport District. Work involves the efficient administration of all financial and administrative matters associated with the operating expenses, Passenger Facility Charge, Customer Facility Charge, and capital improvement programs. Work also involves the management of professional, technical, and clerical staff engaged in financial operation activities; financial stewardship of City-Parish funds; and representation of the department in a variety of public forums (e.g. Airport Commission and Metropolitan Council Meetings). Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.
ESSENTIAL WORK TASKS
Participates in the senior leadership team of the Greater Baton Rouge Airport District to enhance operational efficiency, continually improve stakeholder relations, and build the capability of the staff through workforce development programs; consults closely with the Director of Aviation, Assistant Director of Aviation, and fellow senior leadership team members.
Administers and manages the contracts with capital improvement program managers (consultants, contractors, architects, and engineers) to meet the financial and performance objectives of the respective programs.
Supervises and participates in all work relative to fiscal activities including formulation and
implementation of fiscal policies and procedures, purchases of goods and services; prepares and audits the accounts payable and receivables, expenditures for federal and state grants, and the public parking garage finances.
Works closely with the Director of Aviation and provides project oversight of contractors' performance on assigned projects and programs.
Consults with stakeholder groups (contractors, architects, engineers, and City-Parish Employees) regarding the financial and contractual administration of operating and capital improvement projects for the Greater Baton Rouge Airport District.
Prepares the operating and capital improvement budgets for the Greater Baton Rouge Airport District.
Analyzes financial alternatives for the operating, debt service, and capital budgets for the Greater Baton Rouge Airport District through the use of financial modeling, utilizing known factors such as revenue and expense trends, as well as other variables.
Meets with federal, state, and local government officials to coordinate Federal and State Aviation grant funds for use in the Airport Improvement Program.
Develops financial policies and procedures; prepares periodic and special financial reports.
Calculates, prepares, and oversees the distribution of invoices to Airport tenants, concessionaires, and other Airport stakeholders.
Supervises employees in the Greater Baton Rouge Airport's Financial Division.
Prepares special projects for the Director of Aviation.
Interviews, selects, trains, and evaluates employees; ensures employees adhere to City-Parish and departmental policies and procedures; disciplines employees when necessary.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern principles, practices, and procedures of public financial administration with an emphasis on accounting, auditing, and budgetary procedures.
Knowledge of the financial aspects of airport funding including federal and state funding available for Airports.
Knowledge of applicable federal, state, and local laws as they relate to public procurement and airport activities.
Knowledge of applicable ordinances, policies, and procedures.
Knowledge of the operations, functions, policies, and procedures of the Greater Baton Rouge Airport District.
Knowledge of the Plan of Government provisions, ordinances, and state laws governing the financial administration of local government.
Knowledge of the City-Parish's account code structure.
Ability to coordinate a variety of complex airport projects and programs.
Ability to organize, plan, direct, and evaluate the work of others.
Ability to analyze and effectively explain the financial aspects of the Greater Baton Rouge Airport District to public officials.
Ability to utilize financial systems to extract financial data for analysis.
Ability to audit and monitor large construction projects for contractual compliance.
Ability to establish and maintain effective working relationships with subordinates, superiors, and other interested parties.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in accounting and eight years of professional-level experience in contract administration and management, accounting, or auditing, including four years of managerial experience (may include complex project management).
SUBSTITUTIONS
CPA may substitute for one year of work experience, or any equivalent combination.

For security reasons, as per TSA provision 1542; all applicants/employees of the Greater Baton Rouge Airport District who have access to restricted areas will be required to have a ten (10) year criminal background check to the extent allowable by the law.
