GENERAL DESCRIPTION
Under the direction of the Airport Safety & Operations Manager, performs professional work to ensure compliance with all Federal Aviation Administration (FAA), State of Louisiana, and East Baton Rouge City-Parish laws, rules, and regulations regarding airport management. Work involves the overall coordination of departmental operations in the area of federal and state compliance. The incumbent is subject to a twenty-four-hour call for situations needing immediate attention. Work also involves the use of independent judgment within established guidelines and is reviewed through written reports and conferences. Supervises the Operations Division. Performs other work as requested.

ESSENTIAL WORK TASKS
Assures departmental compliance with all FAA and state laws and regulations; modifies airport programs to comply with new regulations. Recommends and updates changes to the airport emergency and security plan and airport certification manual. Coordinates the day-to-day activities of the operations division (terminal inspections, airfield inspections, Foreign Object Debris (FOD), Best of Sweep System (BOSS) sweeping, Notices to Air Missions (NOTAM) issuance, etc.), and monitors any construction activities on or around the airfield to ensure federal and state law compliance. Serves as the contact person for FAA requirements including all personnel training requirements. Completes special projects and/or assignments as requested. Develops airport ordinances and procedures for implementing newly required FAA or other federal and state laws regarding airports. Ensures all airport personnel comply with FAA and state regulations and receive proper training to remain compliant. May supervise subordinate employees.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of local, state, and federal aviation regulation procedures. Knowledge of the operations, functions, policies, and procedures of the airport district. Knowledge of various federal program operations and their relation to airport operations. Knowledge of FAA requirements as they relate to the selection and training of airport personnel. Ability to do accurate research and prepare reports. Ability to comprehend, adapt, and respond to federal regulations and changes. Ability to communicate effectively, orally and in writing. Ability to establish and maintain effective working relationships with the FAA, state officials, and other City-Parish departments and divisions. Ability to supervise the work of subordinate personnel. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in aviation management, airway science, or a related field and two years of experience in airport operations.

SUBSTITUTIONS
Bachelor's degree in business or public administration or a related field, supplemented by four years of experience in airport operations or a closely related field, or any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS

OTHER JOB ASPECTS
For security reasons, as per TSA provision 1542; all applicants/employees of the Greater Baton Rouge Airport District who have access to restricted areas will be required to have a ten (10) year criminal background check to the extent allowable by the law. Employees found to have an excessive criminal record or other misrepresentations of employment will not be eligible for employment.
