GENERAL DESCRIPTION
Under the direction of the Airport Financial Manager, performs highly responsible supervisory and administrative work in assisting with the direction and financial administration of operating capital improvement projects for the Greater Baton Rouge Airport District. Work involves the efficient management of all financial and administrative matters associated with Greater Baton Rouge Airport District operating and capital improvement programs. Work also involves the supervision of professional, technical, and clerical staff, financial stewardship of Airport funds, and in the absence of the Airport Financial Manager, representation of the department in a variety of public forums (e.g. Airport Commission and Metro Council Meetings). Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.

ESSENTIAL WORK TASKS
Participates in the senior leadership team of Greater Baton Rouge Airport District to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs; consults closely with the Airport Financial Manager and with fellow senior leadership team members as required. Assists with the administration and management of contracts with capital improvement program managers (contractors, architects, and engineers) to meet the financial and performance objectives of the respective programs. Assists the Airport Financial Manager in providing project oversight of contractors' performance on assigned projects and programs. Assists with preparing the operating and capital improvement budgets for the Greater Baton Rouge Airport District. Assists with analyzing financial alternatives for the operating, debt service, and capital budgets for the Greater Baton Rouge Airport District funds through the use of financial modeling, utilizing known factors such as revenue and expense trends, as well as other variables. Participates in meetings with federal, state, and local government officials to coordinate Federal and State Aviation grant funds for use in the Airport Improvement Program. Assists in financial policy and procedures development; prepares periodic and special financial reports. Assists with supervising employees in the Greater Baton Rouge Airport District's Financial Division. Interviews, selects, trains, and evaluates employees; ensures employees adhere to City-Parish and departmental policies and procedures; disciplines employees when necessary.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern principles, practices, and procedures of public financial administration with emphasis on accounting, auditing, and budgetary procedures. Knowledge of the financial aspects of airport funding including federal and state funding available for Airports. Knowledge of applicable federal, state, and local laws, ordinances, policies, and procedures. Knowledge of the operations, functions, policies, and procedures of the Greater Baton Rouge Airport District. Knowledge of the Plan of Government provisions, ordinances, and state laws governing the financial administration of local government. Knowledge of the City-Parish's account code structure. Ability to organize, plan, direct, and evaluate the work of others. Ability to analyze and effectively explain the financial aspects of the Greater Baton Rouge Airport District to public officials. Ability to utilize the financial systems to extract financial data for analysis. Ability to audit and monitor large construction projects for contractual compliance. Ability to establish and maintain effective working relationships with subordinates, superiors, and other interested parties. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree with at least twenty-four semester (thirty-six quarter) hours of a university professional accounting curriculum, and four years of experience in accounting, budgeting, auditing, or financial administration work, including one year of supervisory experience (may include budget or project management).

SUBSTITUTIONS
Equivalent higher education in accounting may substitute for work experience; CPA may substitute for one year of work experience.
