GENERAL DESCRIPTION
Under the administrative direction of the Program Administrator - Head Start or the Assistant Program Administrator - Head Start, performs highly responsible work related to the eligibility, recruitment, selection, enrollment, and attendance (ERSEA) of preschool-aged children. Work involves gathering information to assist in determining client eligibility to receive benefits under public social services programs to meet Head Start Performance Standards. Performs other work as requested within federal and state guidelines.

ESSENTIAL WORK TASKS
Processes eligibility applications according to federal agency systems, policies, and procedures; makes eligibility decisions that meet the Federal Head Start Performance Standards requirements and any local, state, and/or federal policies. Coordinates recruitment efforts to help ensure a sufficient selection for the waitlist at all sites. Certifies the eligibility of all Head Start enrollees and reviews and maintains files and other confidential materials. Trains staff in the areas of ERSEA. Coordinates the efforts of Case Managers to recruit, screen, enroll, and re-evaluate eligible children, including those with disabilities. Guides outreach efforts to deliver personalized support for families by identifying their challenges and facilitating essential services through effective referrals. Coordinates Case Manager home visits to families and manages reports of the visits electronically. Collaborates with other Content Specialists on all social services referrals and follow-ups; serves as a liaison between community agencies, families, and staff. Completes monthly attendance and enrollment reports as well as other reports to be submitted to the Office of Head Start and other governing bodies. Maintains up-to-date demographic, health, and enrollment information in the Head Start Enterprise System and ChildPlus Database. Implements quarterly monitoring of records to ensure compliance with ERSEA requirements and accuracy of data. Provides technical assistance in the development of strategies that address issues of under-enrollment or low attendance.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of types of social services offered by governmental agencies and of procedures used in obtaining such services. Skill in oral, written, and interpersonal communication and effective problem solving. Ability to establish and maintain effective working relationships with employees, parents, community agencies, and preschool-aged children. Ability to understand and relate to the underprivileged, the disabled, preschool-aged children, and parents. Ability to work cooperatively and professionally with clients and staff from diverse cultural, socioeconomic, and educational backgrounds. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to prepare basic statistical and narrative reports, business correspondence, and memoranda using computerized systems. Ability to maintain confidentiality of records and information, prioritize tasks, organize time efficiently, and manage multiple demands. Ability to work independently and demonstrate flexibility to changes in work schedules and assignments. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in social work, psychology, sociology, business administration, public administration, or a related field.

Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.

OTHER JOB ASPECTS
This position requires computer literacy, internet and email usage, and computer software skills. Must be able to travel. Must have a satisfactory criminal background check.
