GENERAL DESCRIPTION
Under the direction of the Mayor-President, performs executive level work that involves developing, directing, and implementing comprehensive strategies to drive sustainable economic growth, attract investment, and create job opportunities throughout the City-Parish. Serves as a key advisor to the Mayor-President on economic policy, incentives, and regulatory reforms to improve the local business climate and promote equitable growth. Performs other work as requested.
ESSENTIAL WORK TASKS
Develops, implements, and monitors economic development strategies aligned with the Mayor-President's vision and needs of the community.
Leads initiatives in the broader community to attract new businesses, support the growth of existing businesses, and encourage entrepreneurship.
Builds and maintains strong relationships with local businesses, industry leaders, educational institutions, workforce organizations, and government agencies.
Oversees major economic development projects, including site selection, infrastructure improvements, and public-private partnerships.
Analyzes economic trends, market data, and community needs to make informed decisions and to measure program effectiveness.
Analyzes City-Parish operations to improve performance and efficiencies.
Evaluates use of City-Parish resources for more effective allocation; streamlines workflow processes and implements strategies with performance indicators.
Represents the Mayor's Office at public meetings, forums, and media events to inform of new and progressing economic initiatives.
Identifies and pursues federal, state, and private funding opportunities to support economic initiatives and infrastructure projects.
Prepares and distributes various reports to the Mayor-President, community and financial stakeholders, and the general public.

Knowledge of local government operations and regulatory requirements.
Knowledge of economic development strategies, public policy, infrastructure development, and the regulatory environment.
Knowledge of the local economy, the broader economy, existing industries, and the workforce.
Knowledge of the principles and practices of budgeting, financial incentives, funding sources, and risk assessment.
Knowledge of negotiations and the capacity to form partnerships with businesses and organizations.
Skill in project management and resources management.
Ability to collect and analyze economic data to make effective data-driven decisions and to establish best practices.
Ability to develop and implement innovative economic strategies and to adjust those strategies according to the ever-changing economic environment.
Ability to problem-solve and manage complex situations.
Ability to establish and maintain effective working relationships with staff, other departments, community leaders and organizations, public-private partners, local and national businesses, government officials, and the general public.
Ability to communicate clearly and concisely, orally and in writing, to groups and to individuals.
DESIRABLE QUALIFICATIONS
Bachelor's degree in economics, business administration, public administration, urban planning, or a closely related field and seven years of progressively responsible experience in economic development, public administration, or a closely related field, including three years of experience in an administrative capacity.
