GENERAL DESCRIPTION
Under the direction of the Executive Director/Community Development, Federal Programs and Outreach, performs executive level work overseeing health programs and initiatives for the City and Parish. Work involves developing comprehensive health strategies for the delivery of clinical and community health services. Position serves as a key advisor to the Mayor-President in areas related to public health. Performs other work as requested.

ESSENTIAL WORK TASKS
Develops and implements public health strategies aligned with city-wide objectives; ensures delivery of quality health care services. Oversees the Mayor's Healthy City Initiative with services, including but not limited to mental health, women's health, homelessness, and the opioid/substance abuse epidemic. Assists with the Community Health Needs Assessment and implementing health care and outreach services to address community needs. Monitors Parish public health statistics and coordinates medical intervention to alleviate rising rates. Provides guidance to City-Parish supported clinics, mobile health units, and outreach programs. Promotes access to health care services; monitors and evaluates social determinants to health care. Monitors and reports on public health indicators, program performance, and community outcomes. Serves as the Mayor's Office liaison in public health coalitions, policy forums, and committees. Researches and introduces innovative healthcare models and technology to expand access and to improve efficiency of services.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of City-Parish affiliated health programs and the regulations and policies that govern these programs. Knowledge of healthcare systems management, finance, and quality improvement measures. Knowledge of public health principles and population health management. Knowledge of factors contributing to health disparities and strategies to promote health equity. Skill in planning, organizing, and prioritizing and in financial management. Ability to utilize epidemiology to identify the distribution and determinants of health-related events in populations. Ability to collect, analyze, and interpret data to inform decision-making and evaluate program effectiveness. Ability to problem-solve and remain impartial and equitable in the allocation of resources. Ability to lead large multidisciplinary teams and to navigate in complex government and community environments. Ability to establish and maintain effective working relationships with staff, other departments, community leaders and organizations, public-private partners, and the general public. Ability to communicate clearly and concisely, orally and in writing, to groups and to individuals.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in public health, health administration, community health, health sciences, public administration, or a closely related field and ten years of clinical healthcare experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Position may require board certification in a medical specialty and eligibility to practice in Louisiana.
