GENERAL DESCRIPTION
Under the direction of the Mayor-President, performs highly responsible work in a dual role as director of the Information Services Department and senior executive of City-Parish information technology services. Position is responsible for the strategic direction, management, and oversight of technology services. Work includes aligning technology initiatives with governmental objectives to enhance service delivery and promote operational efficiency. Performs other work as requested.
ESSENTIAL WORK TASKS
Directs the planning, development, and execution of information technology initiatives across all departments.
Develops and implements a comprehensive information technology strategy aligned with City-Parish goals.
Leads the integration of artificial intelligence (AI) technologies across City-Parish infrastructure and systems; selects the appropriate technology and platform.
Reviews all hardware and software acquisition and maintenance contracts; solicits involvement and participation of other management team members as appropriate.
Directs the development of master purchase or lease agreements for hardware, software, maintenance and telecommunication services.
Instills change within the organization to more fully embrace an aggressive and progressive approach to the delivery of information technology.
Oversees the development of applications to update or replace legacy systems and integration of related systems for unique business units as well as financial and administrative applications.
Ensures the security, reliability, and scalability of information technology infrastructure and services.
Fosters partnerships with vendors, stakeholders, and other governmental agencies to enhance information technology capabilities.
Manages the departmental budget; ensures cost-effective solutions and fiscal responsibility.
Mentors departmental staff, promoting professional development and a culture of innovation.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of government systems and the conversion and application of those systems to electronic data processing equipment.
Knowledge of information technology, systems, best practices, and emerging trends.
Skill in strategic planning, project management, and leadership for the successful implementation of new systems.
Ability to establish and maintain robust cybersecurity measures to protect the organization's information assets and mitigate risks.
Ability to identify user needs based on varying business operations, discern desired functionality and requirements, and provide solutions.
Ability to establish and maintain effective working relationships with government officials, the business community, other employees and the general public.
Ability to express ideas effectively, through public speaking and in writing, to groups and to individuals of varying technical backgrounds.
DESIRABLE QUALIFICATIONS
Bachelor or master's degree in computer science, information systems, business administration, public administration, or a related field and ten years of progressive experience in information technology, including five years of experience in an administrative capacity.
