GENERAL DESCRIPTION
Under the direction of the Mayor-President, performs highly responsible professional and supervisory work with administrative oversight of federally funded departments and programs. Work involves securing and managing federal funding, strategic planning, proposal development, grant writing, compliance oversight, and relationship building with federal agencies and stakeholders. Position also serves as Director of the Office of Community Development. Supervision is exercised over professional, technical, and clerical employees. Work is reviewed through conferences and periodic reviews of plans, reports, and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Oversees operations to ensure accuracy and integrity of federally funded departments and programs, including but not limited to the Office of Community Development, Division of Human Development and Services, EmployBR, Ryan White Program, and Violence Prevention Program. Administers a variety of federal and state programs for housing and community development such as the Community Development Block Grant (CDBG), HOME, Emergency Solution Grants (ESG), Housing Opportunities for Persons with Aids (HOPWA), Supportive Housing (Continuum of Care), and Weatherization Assistance Programs. Coordinates with various City-Parish agencies, state and federal agencies, private nonprofit and for-profit organizations, and citizen organizations to ensure effective administration of programs. Researches and identifies potential federal funding opportunities; develops funding priorities and strategies that align grant funding with organizational and community needs; writes, prepares, and submits federal grant proposals. Oversees the entire grant lifecycle including award negotiation, budget management, tracking and monitoring of program performance, compliance with federal regulations and guidelines, and timely reporting of required financial and programmatic data to funding agencies. Represents the Mayor's Office at various meetings, functions, and events; serves as a liaison to various civic and governmental organizations, committees, task forces, boards, and commissions. Prepares and distributes various reports to the Mayor-President, community and financial stakeholders, and the general public.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of economic, community, and housing development and of the rules and regulations that govern these areas. Knowledge of basic real estate and mortgage lending practices, urban design, construction and building codes, and city ordinances. Knowledge of the principles and practices of budgeting, securing funding sources, and risk assessment. Skill in planning, organizing, prioritizing, multitasking, writing grants, and fundraising. Ability to collect and analyze data to make effective data-driven decisions and to establish best practices. Ability to engage with individuals and communities with cultural sensitivity. Ability to problem-solve and manage complex situations. Ability to establish and maintain effective working relationships with staff, community leaders and organizations, public-private partners, contractors, real estate agents, government officials, and the general public. Ability to plan, assign, supervise, and monitor the work of professionals and nonprofessionals in a manner conducive to full performance and high morale. Ability to communicate clearly and concisely, orally and in writing, to groups and to individuals.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in urban planning, public or business administration, or a closely related field, and five years of experience in urban renewal, community development, affordable housing, or a directly related field, including four years of managerial supervisory experience.
