GENERAL DESCRIPTION
Under the direction of the Accounting Manager and Assistant Accounting Manager, performs advanced and highly responsible governmental accounting, supervisory, and administrative work and/or direct supervision of an accounting section of the Accounting Division in the Finance Department. Work involves planning, directing, and coordinating the activities of a section of financial analysts and clerical/fiscal employees engaged in the preparation of highly technical reports, as well as assisting in the formulation of major policy decisions. General supervision is exercised over subordinate positions through assignment of duties and review of work completed. Work is performed with some independent judgment in accordance with established policies, rules, and regulations. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in planning and directing the work of a section within the Accounting Division engaged in maintaining a complete governmental accounting system for all agencies and funds of the City-Parish Government. Assists in the preparation of regular and special financial and statistical statements and reports. Supervises subordinate financial analysts and reviews schedules, reports, and correspondence, etc. for compliance with Generally Accepted Accounting Principles (GAAP) and established policies and procedures. Explains accounting procedures and reports to outside auditors to assist them in the examination of financial statements. Supervises personal computer applications and coordinates computerized activities for the Accounting Division. Assists City-Parish Departments and outside agencies with accounting problems, policy matters, audits, and special studies. Reviews assignments completed by professional financial analysts in the Accounting Division, including monthly and quarterly reports, notes, statistical data, and cash flow analyses; makes decisions and recommendations regarding the accuracy and fairness of presentation of the work reviewed. Reviews complex financial analyses used by upper-level management in its decision-making process. Trains, motivates, and evaluates employees. Assists in planning and conducting staff meetings. Researches Louisiana Revised Statues and other laws and evaluates their effect on the City-Parish.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the Plan of Government provisions, ordinances, resolutions, and state laws governing the financial administration of local government. Knowledge of modern accounting principles, practices, and procedures of public financial administration with emphasis on accounting, auditing, and budgeting procedures. Knowledge of procedures and techniques used in office administration. Knowledge of mathematics and statistics used in complex accounting work. Knowledge of business English used to prepare narrative reports. Skill in the operation of calculators, computers, and other machines used in connection with accounting work. Ability to supervise the work of a staff of professional financial analysts and clerical/fiscal employees. Ability to establish and maintain effective working relationships with others. Ability to use a computer for word processing and spreadsheet applications. Ability to evaluate established accounting systems, procedures, records, and controls. Ability to express ideas clearly and concisely, orally and in writing. Ability to analyze accounting, financial, and statistical statements and reports. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree with at least twenty-four semester (thirty-six quarter) hours of a university professional accounting curriculum or Master's degree with at least twenty-one semester (thirty-one and a half quarter) hours of a university professional accounting curriculum, and five years of professional level experience in accounting (auditing, budgeting, revenue collection, etc.).

SUBSTITUTIONS
Equivalent higher education in accounting may substitute for work experience; CPA may substitute for one year of work experience.
