GENERAL DESCRIPTION
Under the general direction of a technical or administrative superior, performs expert-level application support. Employees of this classification implement, configure, and test system software used across City-Parish, lead end-user testing and training for City-Parish Software Systems, and provide first-line technical support and maintenance for installed applications. Responsibilities also include analyzing existing workflows, assisting with configuring new installations that will integrate seamlessly with established models, collaborating with others within Information Services to maintain system stability, and collaborating with subject matter experts to ensure system workflow models are up-to-date and align with current processes. Application Specialist coordinate and host training programs for all Enterprise Resource Planning (ERP) Software Components and assist with administrating ERP Workflow Models. Employees of this classification are required to work in the Department of Information Services but provide technical assistance to all City-Parish Departments and multiple outside agencies. An employee in this class is subject to unusual working hours, as well as twenty-four hour call for situations requiring immediate attention. Performs other work as requested.

ESSENTIAL WORK TASKS
Performs work tasks in support of information systems that serve all City-Parish Departments, as well as outside agencies. Confers with end-users, co-workers, and/or superiors to implement, configure, and test system software used by the City-Parish such as, but not limited to all ERP Components, content management, work order management, permitting, document imaging, timekeeping etc. Provides expert-level technical support and maintenance of installed applications software; troubleshoots issues, fixes bugs, and provides ongoing end-user support to ensure optimal application functionality. Communicates problems and resolutions both internally and externally, collaborates with team members to ensure system continuity and high-level end-user support. Assists with maintaining detailed technical documentation to aid support staff with troubleshooting system software and end-user requests. Analyzes existing workflow environments and assists with setting up and configuring new installations to fit into workflow models by prioritization of requests. Assists in coordinating with software vendors on software installations, updates, and upgrades. Documents all work performed in the "Tickets" or "Projects" Information Technology Service Management (ITSM) Modules. Assists with application workflow models which include meeting with subject matter experts to ensure workflow models are current. Reviews existing system analysis and enterprise-wide systems documentation. Assists with maintaining user manuals, operating procedures, systems analysis, and City-Parish's Enterprise-Wide Systems Documentation. Trains end-users to operate new or modified software programs, applications, and/or reports. Assists in the training of new technical personnel. Documents system procedures for use by other Information Services personnel.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of Microsoft Environments and Web Services. Knowledge of the capabilities, capacity, and requirements of server-based and client-based computer systems and any attached components. Knowledge of computer operating systems used within City-Parish. Knowledge of complex, large-scale Financial, Human Resources, and/or Information Technology Systems. Skill in the use of desktop publishing tools. Skill in the use of modern office equipment such as the telephone, calculator, copier, personal computer, and related peripherals. Ability to interact tactfully and courteously with co-workers, end-users, vendors, etc. Ability to plan, direct, and review the work of technical staff. Ability to define and document software programs, applications, databases, and/or reports that perform efficiently. Ability to analyze user requests and to determine feasibility. Ability to understand complex written and oral instructions. Ability to use written, oral, and interpersonal skills to communicate effectively with co-workers and non-technical end-users. Ability to be flexible and adaptable to learn and understand new technologies. Ability to effectively prioritize and execute tasks in a high-pressure environment. MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in accounting, computer science, finance, human resources, information systems and decision sciences, or a related field, and one years of experience in financial and/or human resources information systems; or any equivalent combination of education and experience.
