GENERAL DESCRIPTION
Under the direction of the Chief WIOA Administrator, performs professional-level administrative, strategic, and operational work that provides support to the Workforce Innovation and Opportunity Act (WIOA) Board. Work involves ensuring compliance with local, state, and federal regulations, facilitating board activities, and supporting the implementation of workforce development initiatives that align with local, regional, and state workforce plans in accordance with WIOA policy requirements at all governmental levels. This classification may be required to assist the Chief WIOA Administrator with departmental administrative duties when deemed necessary. Work is performed with the use of independent judgement within established guidelines and is reviewed through periodic conferences and work product results. Performs other work as requested.

ESSENTIAL WORK TASKS
Ensures compliance with the Open Meetings Law, including adherence to public notice requirements and accessibility standards. Maintains current board roster, board appointments, and sector representation requirements according to WIOA regulations. Prepares board meeting packets, including agendas, prior meeting minutes, budgets, policies, and bylaw documentation, and any other supporting materials necessary for meetings; distributes packets to board members at least five business days prior to each board meeting. Reserves meeting venues and coordinates meeting schedule with chief elected officials, program administrators, committee chairs, and board members. Records and distributes meeting minutes within five business days post meeting. Aids in the preparation and submission of required state and federal reports that are related to Louisiana Workforce Development Board (LWDB) compliance. Serves as the primary contact for LWDB Members regarding compliance requirements and meeting schedules. Provides orientation sessions and guidance for new board members within thirty days of appointment. Assists in developing and updating local, regional, and state workforce plans. Ensures that all forms, certifications, and bylaws are kept current and that data is recorded systematically and accurately for archival purposes. Tracks board motions, resolutions, and follow-up actions for timely execution; tracks attendance and quorum compliance for all board and committee meetings. Assists in monitoring, auditing, and evaluating operations and actions related to board functions.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of WIOA legislation and local, state, and federal guidelines for workforce development programs. Knowledge of the principles, practices, and techniques used in workforce development programs. Skill in organization and time management. Skill in the use of Microsoft Office Suite and virtual meeting platforms. Ability to attend to details, prioritize projects, and multitask. Ability to accurately and orderly document and maintain current and archived records. Ability to work independently and collaboratively with diverse stakeholders. Ability to establish and maintain effective working relationships with WIOA staff, city officials, and board and committee members. Ability to maintain strict confidentiality of records and materials of a sensitive nature and to remain professional in all interactions. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to apply excellent work habits, including but not limited to punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in business administration, public administration, psychology, counseling, sociology, or a related field and two years of experience involving workforce development, board coordination, employment needs, program monitoring, or human resources.
