GENERAL DESCRIPTION
Under the direction of the Director, Alcoholic Beverage Control/Gaming Enforcement, performs highly responsible administrative and technical work in supervising the investigative, auditing, and administrative functions of the Office of Alcoholic Beverage Control for the City-Parish government. An employee of this classification assists the Director of Alcoholic Beverage Control/Gaming Enforcement in directing a staff of professional, investigative, and clerical personnel responsible for enforcing the Wine, Beer, and Liquor ordinances adopted by the Metropolitan Council. Work is performed with considerable independence and is evaluated through conferences, reports, and results obtained. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in directing the administrative functions regarding the licensing and investigation of all businesses and individuals who sell alcoholic beverages in East Baton Rouge Parish. Formulates policies and procedures governing investigators of the Alcoholic Beverage Control office; establishes training programs for legal investigators. Establishes investigative workloads based on the complexity of cases and the priority of assignments; conducts conferences with investigators on complex cases to determine the course of action; reviews completed investigations for completeness, adequacy, and sufficiency. Advises applicants for Alcoholic Beverage Control licenses on liquor laws and violations. Directs the preparation and execution of search warrants in connection with alleged violations of the Alcoholic Beverage Control ordinance; issues citations, summons, and subpoenas; makes arrests for the aforementioned violations. Serves as Program Director for various specialized task forces; serves as Public Information Officer for the Office of Alcoholic Beverage Control. Reviews and recommends proposed ordinance amendments concerning liquor law enforcement; assists ABC attorney in researching and drafting aforementioned ordinance revisions. Acts as liaison between division and other law enforcement agencies regarding enforcement of regulations. Serves as Director in his absence. Serves as the Alcoholic Beverage Control Terminal Agency Coordinator (TAC).

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of state statutes and local ordinances relating to the alcoholic beverage industry. Knowledge of state statutes and local gaming ordinances relating to gaming. Knowledge of modern principles, practices, and techniques used in conducting criminal investigations. Knowledge of jurisdiction and investigative capabilities of various federal, state, and local law enforcement agencies. Knowledge of the procedures and techniques used in office administration. Knowledge of accounting and auditing procedures related to controlling large amounts of cash. Skill in the proper use and care of a firearm. Ability to plan, organize, and supervise the work of a staff of professional, investigative, and clerical employees. Ability to direct and evaluate criminal investigations to ensure compliance. Ability to establish and maintain effective working relationships with other official groups, governmental agencies, civic groups, businesses, other employees, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in criminal justice, law enforcement, or a related field and two years of experience in conducting criminal investigations, including two years of supervisory and administrative experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
Position(s) may be required to obtain Police Officer Standards and Training (P.O.S.T.) Certification.
