GENERAL DESCRIPTION
Under the direction of the Mayor-President, performs executive level work responsible for the overall leadership, coordination, and administration of all public safety functions of the City-Parish and related agencies, including the Police and Fire Departments, Emergency Medical Services (EMS), Mayor's Office of Homeland Security and Emergency Preparedness (MOHSEP), and Juvenile Services. Work involves ensuring effective delivery of public safety services, developing and implementing strategic initiatives, and fostering collaboration between City-Parish public safety departments. Serves as a key advisor to the Mayor-President in areas related to public safety. Performs other work as requested.

ESSENTIAL WORK TASKS
Provides strategic leadership and direction for all City-Parish public safety departments/programs. Develops and implements policies, procedures, and programs to promote effective public safety operations. Fosters interagency cooperation and collaboration to build partnerships with local, state, and federal agencies to address public safety concerns. Coordinates emergency response and disaster preparedness activities across multiple departments/agencies. Ensures compliance with all applicable laws, regulations, and standards. Serves as the primary spokesperson for public safety matters; represents the Mayor-President to the media, officials, stakeholders, and the general public; promotes community engagement. Monitors and evaluates the effectiveness of public safety programs and initiatives. Advises the Mayor-President on public safety issues, trends, and best practices. Oversees budget preparation and resource allocation for public safety departments/agencies. Leads efforts to recruit, train, and retain a qualified, diverse public safety workforce.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of public safety operations, emergency protocols, law enforcement practices, and applicable local, state, and federal laws, ordinances, resolutions, and policies governing public safety. Knowledge of factors that contribute to public safety risks and strategies to support and promote public protection measures. Knowledge of the principles and practices of budgeting, funding resources, and risk assessment. Skill in leadership, organization, decision-making, strategic planning, and management of complex situations. Ability to efficiently manage budgets and resources. Ability to collect and analyze public safety data to make effective data-driven decisions and to establish best practices. Ability to establish and maintain effective and collaborative relationships with staff, other departments, community leaders and organizations, government officials, and the general public. Ability to maintain high ethical standards and integrity and to deliver public safety services with consideration given to diversity, equity, and inclusion. Ability to communicate clearly and concisely, orally and in writing, to groups and to individuals.

DESIRABLE QUALIFICATIONS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in criminal justice, public administration, emergency management, or a related field and six years of experience managing interagency coordination of law enforcement, fire services, emergency medical services, or crisis management; or ten years of progressively responsible experience in law enforcement, fire services, emergency medical services, or crisis management.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification.

OTHER JOB ASPECTS
Availability to respond to emergencies twenty-four hours per day, seven days per week is required. East Baton Rouge Parish residency may be required.
