GENERAL DESCRIPTION
Under the direction of the EMS Administrator and Medical Director, performs strategic leadership, administrative oversight, and operational management of the Emergency Medical Services (EMS) Training Division and the American Heart Association (AHA) Training Center within EMS. This position is responsible for designing, implementing, and evaluating EMS training programs, public education initiatives, and safety and quality improvement efforts. Work involves managing various programs, including Safety and Health, Just Culture, Continuous Quality Improvement (CQI), Leadership Development Training, etc. Employees of this class oversee regulatory compliance, accreditation readiness, and operational efficiency for EMS, as they relate to the Commission on Accreditation of Ambulance Services (CAAS) and the American Heart Association. Work also includes managing daily operations of EMS education and training initiatives, establishing measurable objectives to maintain clinical competency, and promoting a culture of excellence, safety, and continuous professional development across EMS. Performs other work as requested.
ESSENTIAL WORK TASKS
Reviews and critiques medical care provided by the EMS department; contributes input on resource management, interagency coordination, and field training programs to ensure the highest standards in patient care delivery.
Conducts workshops on emergency medical treatment, such as first aid and Cardiopulmonary Resuscitation (CPR), for the general public; participates in public awareness programs on EMS pre-hospital emergency services.
Develops and reviews training strategies and techniques that align with current infrastructure, while remaining adaptable to support departmental growth and community health initiatives.
Reviews training programs of emergency medical staff with the Medical Director and implements changes as directed; attends departmental and hospital meetings as required; coordinates with the Medical Director to review and update training strategies, ensuring integration of the latest clinical guidelines and best practices.
Provides strategic leadership and administrative oversight for the training division; supervises all assigned program leads and various program coordinators.
Develops and manages the operational budget of the training division, ensuring efficient resource allocation and financial accountability.
Assists in the procurement, distribution, and inventory of equipment, medications, and training materials, including contingency planning for shortages and backorders.
Plans, designs, and directs training and refresher programs for Emergency Medical Technicians (EMTs), Advanced EMTs, and Paramedics, ensuring all personnel remain in compliance with required local, state, national, and federal licensing and certification requirements.
Supervises curriculum development and delivery, ensuring training content aligns with evolving EMS standards, infrastructure needs, and community health priorities.
Manages public education programs, including CPR, first aid, and community EMS awareness campaigns.
Oversees the Continuous Quality Improvement (CQI) program, including the collection, analysis, and reporting of clinical performance data; designs and manages quality assurance programs to evaluate training effectiveness, clinical competency, and patient care outcomes.
Reviews and critiques EMS medical care to identify opportunities for improvement and implements corrective action plans where necessary.
Contributes to investigations of EMS-related complaints, unusual occurrences, and clinical incidents, applying Just Culture principles to identify root causes and promote system-wide improvement.
Directs the development, review, and implementation of departmental training and quality policies to ensure operational excellence and CAAS compliance; oversees personnel managing CAAS accreditation activities to ensure training programs and documentation meet accreditation requirements, while also supporting compliance efforts across the agency.
Collaborates with the Mayor's Office of Homeland Security & Emergency Preparedness (MOHSEP), Governor's Office of Homeland Security & Emergency Preparedness (GOHSEP), and partner agencies to align training with Incident Command System (ICS) protocols and to ensure personnel are prepared to support large-scale incidents and mass casualty events.
Collaborates with operations leadership to ensure field training officers and preceptors receive advanced training and instructional development.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of EMS clinical practices, protocols, and prehospital care standards.
Knowledge of CQI principles, clinical auditing, and performance metrics methods.
Knowledge of CAAS accreditation standards, Occupational and Safety Health Administration (OSHA) safety regulations, and EMS risk management practices.
Knowledge of American Heart Association and American Red Cross course curricula, training guidelines, and administrative requirements.
Knowledge of adult learning theory, instructional design, and training delivery best practices.
Knowledge of Just Culture principles, including system-focused error review, and non-punitive reporting environments.
Knowledge of Louisiana Revised Statutes, state EMS educational requirements, and certification regulations.
Knowledge of EMS industry trends, community health initiatives, and public safety partnerships.
Skill and proficiency in curriculum development, instructional delivery, and training program evaluation.
Skill in incident investigation, root cause analysis, and corrective action planning.
Ability to develop policy and procedure for operational, safety, and training programs.
Ability to communicate effectively, including through business writing, presentation, and public speaking.
Ability to use data analysis tools, Learning Management Systems (LMS), and safety reporting platforms effectively.

MINIMUM REQUIREMENTS
Bachelor's degree in public administration, allied health sciences, emergency health, fire science, education, or a related field and five years of experience in pre-hospital emergency medical services, including two years of experience in a supervisory role in emergency medical services.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Registration as an Emergency Medical Technician-Paramedic by the National Registry of Emergency Medical Technicians, and certification by the Louisiana Department of Health and Hospitals, Office of Public Health, Bureau of Emergency Medical Service, and Advanced Cardiac Life Support (ACLS) certification. Must have a valid driver's license at the time of appointment and must be maintained throughout employment in this classification. National and State Registered Paramedic (in good standing), Bureau of EMS State Certified Instructor, National Association of EMS Educators (NAEMSE) I, Basic Life Support (BLS) provider, Cardiopulmonary Resuscitation (CPR) Instructor, (American Heart Association or Red Cross), ICS 100, and ICS 700. Attainment of National Association of EMS Educators (NAEMSE) Instructor II, NCEE, IC 200, ICS 800, ICS 300, ICS 400, ICS G191, and Instructor status for Pediatric Advanced Life Support (PALS) and Advanced Cardiovascular Life Support (ACLS), National Association of Emergency Medical Technicians (NAEMT) Instructor (multi-discipline), National Association of Emergency Medical Technicians (NAEMT) EMS Safety Officer, and COSM or COSS within one (1) year of the date of appointment.
