GENERAL DESCRIPTION
Under the direction of the EMS Administrator, performs highly responsible professional, supervisory, and administrative work for the Emergency Medical Services (EMS). Employees in this classification direct, plan, and coordinate the activities of professional and administrative support staff engaged in payroll and human resources-related functions. Work includes coordinating facility maintenance, employee occupational injury program, and investigating workplace violence. This role is also responsible for implementing committee decisions regarding requests under the Americans with Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), and the Pregnant Workers Fairness Act (PWFA). Work is performed with independent judgment in accordance with established policies, rules, and regulations. Performs other work as requested.
ESSENTIAL WORK TASKS
Supervises all administrative support staff responsible for the efficient operation of personnel, payroll, facility maintenance, and the overall support services of administration; oversees all personnel-related transactions.
Develops, implements, and maintains a comprehensive employee development program for EMS; fosters the development of a continuous learning environment; conducts research and recommends training to enhance organizational performance.
Oversees the development of annual contracts.
Serves as liaison between the Department of Public Works and EMS for coordinating facility maintenance; consults with contractors and subcontractors; develops plans and specifications, obtains bids, assists in processing contracts, composes punch lists, and ensures all jobs are completed according to specifications.
Oversees the Worker's Compensation Program, including issuance of payments for employee occupational injuries.
Assists with the development and recommendation of rules, policies, and procedures relating to workforce management; researches and keeps abreast of legal issues and best practices related to workforce management in emergency medical services.
Coordinates the new hire process, including job requisitions, background checks, pre-employment testing, and vacancies.
Assists in developing and implementing departmental goals and objectives.
Collects, prepares, and maintains statistics, records, and reports.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of rules and regulations governing provisions of emergency medical services.
Knowledge of modern technology pertinent to the provision of advanced prehospital emergency medical services.
Knowledge of the occupational hazards associated with emergency medical work.
Knowledge of the laws, rules, acts, and regulations applicable to federal and local government agencies including the Occupational Safety and Health (OSHA), Americans with Disabilities (ADA), Family and Medical Leave (FMLA), and the Pregnant Workers Fairness (PWFA) Acts.
Knowledge of the laws, regulations, and administrative requirements of workers' compensation.
Knowledge of investigative procedures and methods.
Skill to use a computer for PowerPoint presentations, word processing, and spreadsheet applications.
Ability to train personnel in a manner conducive to full performance and high morale.
Ability to compile and analyze data, evaluate complex situations, and make effective recommendations and decisions.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in human resources management, public administration, business administration, or a related field, and four years of experience involving human resource management or employee development, with two years of supervisory experience.
