GENERAL DESCRIPTION
Under the direction of the Chief EMS Training Officer, develops educational programs that align with the standards of care set by the Louisiana Revised Statutes and the Louisiana Department of Health, Bureau of Emergency Medical Services. Work involves evaluating and validating the competency and technical skills of nationally registered Emergency Medical Services (EMS) clinicians, focusing on the treatment and care rendered, with an emphasis on the impact of services delivered regarding advanced pre-hospital care within East Baton Rouge Parish. Performs other work as requested.

ESSENTIAL WORK TASKS
Collaborates with the Medical Director and leadership to develop, revise, and implement current standing order clinical guidelines. Develops and manages the EMS Continuous Quality Improvement (CQI) Program. Contributes to the CQI process by creating and analyzing training-related indicators and collaborating with the Operations and Compliance Divisions on incident reviews to identify training needs or areas for improvement. Develops and implements individualized quality improvement plans for practitioners based on performance data. Creates and maintains reports, data analyses, and procedures related to accreditation, training program management, and quality standards. Plans, develops, and delivers training for all full-time and part-time EMS employees, incorporating CQI findings into the curriculum. Designs lesson plans, provides annual refresher programs, continuing education courses, American Heart Association (AHA) classes, and emergency vehicle operations training. Administers Emergency Medical Technician (EMT), Advanced Emergency Medical Technician (AEMT), and Paramedic education programs in compliance with the National Association of EMTs (NAEMT) and the National Association of EMS Educators (NAEMSE) standards. Facilitates orientation for new employees regarding department policies, procedures, clinical guidelines, and equipment operation. Supports the field orientation process by coordinating with the EMS Unit Commanders and field training officers, reviewing trainee performance, and assisting with onboarding performance improvement plans. Coordinates and manages the Commission on Accreditation of Ambulance Services (CAAS) accreditation compliance, including the review and refinement of policies, procedures, and operational documentation. Researches, evaluates, and recommends new equipment to enhance prehospital care; develops related competency-based training. Maintains training records, instructional manuals, and educational documentation required for CAAS and state EMS compliance. Ensures credentialed employees maintain all required licenses, certifications, and other credentials per Louisiana Revised Statutes and agency policy. Identifies departmental training and professional development needs using CQI data, performance reviews, and operational requirements. Designs and implements staff development programs focused on career growth, leadership skills, and improved clinical competency. Monitors employee training progress, provides mentorship opportunities, and shares developmental feedback with leadership to support succession planning. Represents the Department at state EMS committee meetings, public health coalitions, and hospital liaison meetings. Collaborates with partner agencies, healthcare institutions, and community stakeholders to advance EMS clinical quality and training initiatives. Maintains accurate records in accordance with retention schedules and State requirements.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of paraprofessional emergency medical practices and techniques of the basic and advanced life support levels. Knowledge of EMS clinical practices, protocols, and prehospital care standards. Knowledge of CQI principles, performance metrics, and clinical auditing methods. Knowledge of CAAS standards and compliance requirements. Knowledge of AHA and American Red Cross (ARC) course curricula, training guidelines, and administrative requirements. Knowledge of adult learning theory, instructional design, and training delivery methods. Knowledge of Louisiana Revised Statutes, state EMS educational requirements, and certification regulations. Knowledge of health and safety regulations applicable to EMS, including Occupational and Safety Health Administration (OSHA) standards, hazard assessment, Personal Protective Equipment (PPE) use, and workplace injury prevention. Knowledge of incident reporting systems, root cause analysis, and safety performance indicators. Knowledge of educational technology, e-learning platforms, and simulation-based training tools. Knowledge of equipment procurement and evaluation processes relevant to EMS operations. Skill in curriculum development, including lesson planning, instructional material creation, and adaptation of standardized programs. Skill in program coordination for AHA and ARC, including scheduling, instructor management, and course quality control. Skill in Microsoft Office Suite, Learning Management Systems (LMS), and safety incident reporting platforms. Ability to analyze and to evaluate CQI and safety data, identify systemic issues, and implement targeted improvements. Ability to lead safety training, including risk mitigation, infection control, ergonomics, and hazardous materials awareness. Ability to keep accurate documentation for accreditation, training compliance, and employee development. Ability to manage multiple projects and meet deadlines in a fast-paced EMS environment. Ability to assess training needs in clinical care, safety, and professional development, aligning them with organizational goals and CQI trends. Ability to interpret and apply accreditation, licensing, safety, and certification requirements to program design. Ability to investigate safety incidents using a non-punitive, system-focused approach. Ability to lead and mentor instructors, field training officers, and new hires in both clinical and safety competencies. Ability to collaborate effectively with leadership, medical directors, safety officers, regulatory bodies, and community partners. Ability to adapt instructional methods to meet diverse learning styles and cultural backgrounds. Ability to foster a safety-focused and patient-centered culture throughout the organization. Ability to maintain professionalism, composure, and fair decision-making in high-stress or emotionally charged situations. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Associate's degree in emergency medical services or related field, and three years of experience as a pre-hospital care provider, including two years of experience in emergency medical services training and education.

Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Registration as an Emergency Medical Technician-Paramedic by the National Registry of Emergency Medical Technicians, and certification by the Louisiana Department of Health and Hospitals, Office of Public Health, Bureau of Emergency Medical Service, and Advanced Cardiac Life Support (ACLS) certification. Must possess and maintain a valid driver's license. National and State Registered Paramedic (in good standing), Basic Life Support (BLS) provider, Cardiopulmonary Resuscitation (CPR) Instructor, (American Heart Association or Red Cross), ICS 100, and ICS 700. Attainment of Bureau of EMS State Certified Instructor, National Association of EMS Educators (NAEMSE) I, ICS 200, ICS 800, ICS 300, and Instructor status for Pediatric Advanced Life Support (PALS), Advanced Cardiovascular Life Support (ACLS), and National Association of Emergency Medical Technicians (NAEMT) Instructor (multi-discipline) within one (1) year of the date of appointment.
