GENERAL DESCRIPTION
Under the general direction of the Chief EMS Operations Officer, performs highly responsible administrative and technical supervisory work managing all aspects of the highly specialized Emergency Medical Services (EMS) fleet. This position is responsible for scheduling preventive maintenance, overseeing repairs and vendor relationships, tracking asset lifecycle costs, training personnel, and implementing fleet management technology to improve efficiency and profitability. Work involves the acquisition, repair, and maintenance of vehicles and equipment to ensure efficient use and compliance with applicable federal, state, and local laws and regulations. Work also includes comprehensive management of EMS vehicles, encompassing financial planning, operations, and maintenance. Performs other work as requested.
ESSENTIAL WORK TASKS
Manages all aspects of the EMS fleet, including acquisitions, repairs, and maintenance.
Installs, tests, and maintains complex emergency equipment unique to EMS vehicles.
Schedules post-accident medical equipment inspections
Reviews camera monitoring and recording systems regularly to ensure the safe operation of emergency vehicles.
Consults with vendors of specialized EMS vehicles to ensure repairs and training meet specific operational needs.
Develops short- and long-term plans for vehicle replacement to maximize the life of vehicles and medical equipment.
Oversees systems responsible for tracking, reporting, maintaining, and repairing emergency medical vehicles and equipment.
Updates, monitors, and implements a preventive maintenance program to ensure proper procedures are followed, maximizing the lifespan of medical vehicles and equipment.
Conducts thorough studies to continually assess needs and priorities for enhancing equipment management and operational efficiency.
Collaborates with engineers, factory representatives, and agency leaders to develop specifications for vehicles and equipment.
Communicates and coordinates with repair facilities and outside vendors to ensure repairs are completed in a timely manner.
Makes cost estimates; prepares budget requests, and maintains necessary records for the submission of required reports.
Develops specifications for emergency medical vehicles, ensuring compliance with federal, state, and local laws pertaining to emergency vehicles.
Reviews annual contracts for remounts of ambulance chassis to prolong the life of the ambulance box.
Attends monthly management meetings and provides updates on the status of the EMS fleet.
Assists management with the accreditation process for the Commission on Accreditation of Ambulance Services (CAAS) and annual Bureau of EMS inspections.
Possesses the capability to function as an Emergency Medical Technician (EMT) as needed.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the operating characteristics of emergency vehicles and medical equipment.
Knowledge of the City-Parish Purchasing Department's rules and policies for contracts and purchases.
Knowledge of the State of Louisiana Bureau of EMS standards and the CAAS standards.
Knowledge of computer office applications and business software, including spreadsheets, word processing, and service-related software.
Ability to direct the preparation and maintenance of repair records and reports.
Ability to analyze and evaluate records for planning purposes.
Ability to maintain equipment servicing schedules, records, and reports.
Ability to instruct others orally and in writing on mechanical concepts.
Ability to understand and follow complex oral and written instructions.
Ability to apply good work habits such as punctuality, reliability preciseness, and dependability to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
High school diploma, GED, HiSET, or equivalent certificate of competency and five years of experience in the emergency response field.
SUBSTITUTIONS
Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Registration as an Emergency Medical Technician Basic by the National Registry of Emergency Medical Technicians, and certification by the Louisiana Department of Health and Hospitals, Office of Public Health, Bureau of Emergency Medical Services. Must have a valid driver's license at the time of appointment and must be maintained throughout employment in this classification.
