GENERAL DESCRIPTION
Under the direction of the Budgeting Manager, performs responsible professional administrative and supervisory work in the Finance Department. Work involves responsibility for assisting in directing, planning and coordinating the activities of a moderate sized division of professional and clerical employees engaged in all phases of budgeting and administrative responsibilities. General supervision is exercised over subordinate positions through assignment of duties and review of work completed. Work is performed with independent judgment in accordance with established policies, rules, and regulations. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in planning and directing the work of a moderate sized division engaged in budget formulation and administration. Assists in analyzing and making recommendations on proposed appropriation budgets for local, state and federally funded projects and programs. Confers with budgeting and administrative personnel of other agencies and departments regarding budgeting and other financial matters. Examines various financial documents, budgeting records, reports and related budgeting transactions for compliance with accepted budgeting methods and prescribed policies and procedures. Assists in conducting annual budget hearings for the purpose of recommending levels of funding for departments and agencies. Trains subordinate employees in their respective work assignments, providing counseling and guidance when necessary. Supervises subordinate professional and clerical personnel and instructs them on changes in policies and procedures. Prepares or reviews property tax revenue estimates for the general fund and all special taxing bodies. Prepares long range financial forecasts for Special Funds. Recruits and interviews prospective candidates for employment. Participates in the development and recommendations of rules and policy guidelines relating to the rules governing employees in classified service. Recommends policy matters to the Administration and/or Council for consideration. Serves as head of the Budgeting Division in the absence of the Budgeting Manager.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern municipal budgetary methods and techniques. Knowledge of the various City-Parish departments and agencies, constitutional offices, state fiscal agencies and non-departmental activities of the City-Parish government. Knowledge of the laws, ordinances and regulations governing the financial operation of the jurisdiction involved, particularly as applicable to budgetary activities. Knowledge of business English for preparing brief narrative reports. Knowledge of modern office practices, procedures, and equipment, and of standard clerical techniques. Ability to analyze accounting, financial and statistical statements and reports. Ability to plan and carry out the accumulation, collation and analysis of fiscal and operational data for budgetary and administrative purposes. Ability to make independent decisions based on recognized precedents and procedures and to use resourcefulness and tact in meeting problems. Ability to prepare and write clear, concise reports. Ability to establish and maintain harmonious working relationships with department heads and other officials and to exercise initiative and judgment in difficult situations. Ability to supervise the work of a moderate sized group of professional and clerical employees engaged in the budgeting process. Ability to use a computer for word processing and spreadsheet applications. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree with at least twenty-four semester (thirty-six quarter) hours of a university professional accounting curriculum or Master's degree with at least twenty-one semester (thirty-one and a half quarter) hours of a university professional accounting curriculum, and six years of professional level experience in budgeting (accounting, auditing, revenue collection, etc.), including two years of supervisory experience (may include budget or project supervision).

SUBSTITUTIONS
Equivalent higher education in accounting may substitute for work experience; CPA may substitute for one year of work experience.
