GENERAL DESCRIPTION
Under the direction of the Airport Business Manager, performs highly responsible supervisory and administrative work, assisting in the financial operations of the Baton Rouge Airport. Work involves assisting in maintaining all accounting records and financial statements for the efficient operation of the Baton Rouge Airport. The employee of this class exercises considerable independent judgment in the performance of assigned duties and responsibilities. General supervision is exercised over a staff of professional, sub-professional, and clerical employees. Work is reviewed through discussion and observation. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in planning, organizing, directing, and supervising the work of the business office. Assists in preparation of budgets including the airport's annual operating budget, State capital outlay, Federal funding, construction budgets, and bond sale budgets; assist in the preparation of other financial reports as required of Federal, State, and local agencies. Assists in the auditing of Airport tenants and preparation of audit reports. Monitors business office to ensure compliance with internal controls and budgetary and fiscal policies/procedures; advises staff of any changes. Reviews payment vouchers and contract payments for compliance with budget and prescribed policies/procedures. Assists in interviewing, training, and supervision of employees in the Business Office. Serves as head of the Business Office in the absence of the Business Manager. Assists in the preparation of special projects for the Director of Aviation.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern principles, practices and procedures of public, airport, and enterprise fiscal accounting. Knowledge of all federal, state, and local laws as they relate to airport activities. Knowledge of the policies and procedures of enterprise budgeting, personnel and purchase operations. Ability to research, analyze, and prepare and present financial and statistical information. Ability to analyze highly complex fiscal and administrative policies and to make and implement effective recommendations. Ability to coordinate a variety of complex airport projects and programs. Ability to supervise a staff of professional, sub-professional, and clerical employees. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with subordinates, superiors, officials of airlines, auditors, tenants, officials of various agencies and the general public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in accounting or finance, and four years of experience in progressively responsible positions involving professional accounting or budgeting work.

SUBSTITUTIONS
Equivalent higher education in accounting or finance may substitute for work experience.
