GENERAL DESCRIPTION
Under the direction of the Director of Aviation, performs highly responsible administrative and supervisory work as division head of the financial division of the Baton Rouge Airport. Work involves responsibility of directing, planning and supervising the activities of a moderately sized section of professional, technical, and clerical employees engaged in financial operation activities and activities associated with a Personal Computer Local Area Network (PC LAN) computer system. Work is performed with independent judgment in accordance with established federal, state, and local policies and procedures. Supervision is exercised over professional, technical, and clerical employees. Work is reviewed through conferences, written reports and results obtained. Performs other work as requested.
ESSENTIAL WORK TASKS
Plans and directs the work of a moderate sized section engaged in financial operation activities and activities associated with a Personal Computer Local Area Network (PC LAN) computer system.
Monitors and evaluates the efficiency and effectiveness of the Financial Division; identifies opportunities for improvement; makes recommendations to the director and Airport Commission; prepares and presents statistical documentation to support recommendations.
Supervises and participates in all work relative to fiscal activities including formulation and implementation of fiscal policies and procedures, purchases of goods and services, prepares and audits the accounts payable and receivables, expenditures for the noise mitigation program, and the public parking garage finances.
Supervises and participates in the preparation of budgets including the airport's operational budget, State capital outlay, federal funding, construction budgets and bond sale budget; prepares other financial reports as required by federal, state, and local agencies.
Develops and coordinates the computerized accounting system and airport computer network activities; evaluates and recommends hardware and software improvements.
Prepares special projects for the Director of Aviation.
Manage and audit all consultant and contractor contracts to ensure compliance of contract compliance.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of modern principles, practices and procedures of public, airport and enterprise fiscal accounting.
Knowledge of all federal, state and local laws as they relate to airport activities.
Knowledge of modern practices and procedures of public business administration, office management, and fiscal management.
Ability to research, analyze, prepare and present financial and statistical information.
Ability to coordinate a variety of complex airport projects and programs.
Ability to supervise a staff of professional, sub-professional and clerical employees.
Ability to communicate effectively, both orally and in writing.
Ability to establish and maintain effective working relationships with subordinates, superiors, officials of airlines, auditors, tenants, officials of various agencies and the general public.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in accounting, finance, or a related field, and four years of experience in progressively responsible positions involving accounting or financial work, including one year of supervisory experience.
