GENERAL DESCRIPTION
Under general direction of an employee of a higher classification, performs activities related to residential or commercial plan review, issuing permits, maintaining maps and associated files. Work involves evaluating building plans and specifications for the construction and alteration of residential or commercial buildings and structures, or evaluating various permit applications for compliance with City-Parish building codes, zoning ordinances, and other regulations. General supervision may be exercised over subordinate clerical and technical employees involved in maintaining property and subdivision maps and associated files. Work is performed with relative independence and reviewed for adherence to established office procedures. Performs other work as requested.

ESSENTIAL WORK TASKS
Evaluates building plans and specifications for the construction and alteration of residential or commercial buildings and structures, i.e. single family residence, duplexes, townhouses, zero line houses, for compliance with City-Parish building codes, zoning ordinances and regulations. Evaluates various permit applications for compliance with City-Parish building codes, zoning ordinances, and regulations (e.g. new buildings, additions, renovations, house moving, temporary electrical, mobile homes, trailers, day care centers, occupancies, fences, swimming pools, petitions, Board of Adjustment, special homes, insurance and bonds, etc.). Consults with members of the building industry and the public providing information on building codes, zoning ordinances and other regulations. Completes a standard site plan checklist to verify compliance with regulations; calculates permit fees and approves permits for issue. Makes field inspections as needed. Maintains a current file of building codes, zoning ordinances and resolutions. Issues conforming and nonconforming letters for ABC Board.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of City-Parish building codes, zoning ordinance and other regulations. Knowledge of the work methods and procedures of the section. Ability to read and interpret complex building plans, drawings and diagrams. Ability to establish and maintain effective working relationships with other employees, members of the construction industry and the public. Ability to understand and follow oral and written instructions. Ability to express ideas clearly and concisely, to groups and to individuals. Ability to do arithmetical calculations and tabulations. Ability to make decisions regarding non-routine problems based on established guidelines. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
High school diploma, GED, HiSET, or equivalent certificate of competency, and three years of responsible experience in residential or commercial plan review or a related area.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification. Employees of this classification must be registered with the Louisiana State Uniform Construction Code Council at the time of appointment. Also, employees must be certified as a Plans Examiner by the International Code Council (or equivalent organization) in either residential (one examination for all disciplines), or commercial building, within one calendar year (or two calendar years for Veterans) from the initial employment or employee will be terminated. Obtaining an ICC certification is a requirement of employment, therefore the probationary period will end after the employee has completed six (6) months of employment and received the required ICC certification. Certification as a Certified Building Official (CBO) by the International Code Council (or equivalent organization) may substitute for certification as a Plan Examiner by the International Code Council (or equivalent organization) in either residential (one examination for all disciplines), or commercial building.
