Under general direction of the Chief Plans Analyst, performs responsible technical work in evaluating residential and commercial building plans and specifications for compliance with the City-Parish standard building codes, zoning ordinances and other related codes governing the construction and alteration of buildings and structures. Work involves responsibility for making technical evaluations of proposed plans and materials specifications and coordinating electrical, plumbing, heating, vents and air conditioning systems to ensure compliance with City-Parish ordinances. Work is reviewed through evaluation of work materials and adherence to established office procedures. Technical supervision is exercised over subordinate plans analysts. Performs other work as requested.
ESSENTIAL WORK TASKS
Analyzes residential and commercial building plans and specifications for compliance with City-Parish standard building codes, zoning ordinances and related codes. Approves drainage and parking layouts. Fills out standard site plan checklist for use in computing fees and issuing permits; computes permit and plan reviews fees; bundles and catalogs plans for the archives. Interprets building codes and zoning regulations to architects and engineers. Conducts follow-up field inspections of projects as required. Coordinates the review process of the electrical, plumbing, heating, vents and air conditioning systems.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of City-Parish building codes, zoning, ordinances and other related codes. Knowledge of the work methods and procedures of the section. Ability to read and interpret complex construction plans, drawings and diagrams. Ability to establish and maintain effective working relationships with other employees, members of the construction industry and the public. Ability to understand and follow moderately complex oral and written instructions. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to do arithmetical calculations and tabulations. Ability to accurately prepare moderately complex documents and items. Ability to make decisions regarding routine problems based on established guidelines. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
Bachelor's degree in construction technology, engineering, architecture, or a closely related field, and one year of experience in residential or commercial plan review or a related field.
Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Employee(s) of this classification must be registered with the Louisiana State Uniform Construction Code Council. Also, employee(s) must be certified as a Plans Examiner by the International Code Council (or equivalent organization) in residential (one examination for all disciplines), and commercial building. Certification as a Certified Building Official (CBO) by the International Code Council (or equivalent organization) may substitute for certification as a Plan Examiner by the International Code Council (or equivalent organization) in residential (one examination for all disciplines), and commercial building. Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification.
