GENERAL DESCRIPTION
Under the direction of a technical superior, performs skilled and supervisory work in mechanical, electrical, and construction operations. Work involves responsibility for the operation, maintenance and repair of air conditioning and heating systems, electrical, plumbing and/or construction projects for City-Parish buildings or the airfield facilities maintenance. Work includes the training and scheduling of maintenance personnel in the assigned trades. An employee in this class is subject to unusual working hours as well as twenty-four hour call for situations needing immediate attention. General supervision is exercised over several maintenance and operation crews. Performs other work as requested.

ESSENTIAL WORK TASKS
Supervises and assists maintenance personnel engaged in the operation, maintenance and repair of heating, air conditioning, and related mechanical building equipment. Supervises and performs electrical and plumbing repairs to City-Parish buildings. Supervises and performs major and/or minor construction, repair, and renovation of new and old buildings. Supervises and performs mechanical and electrical repairs to the air terminal and airfield lighting at the Greater Baton Rouge Airport District. Troubleshoots mechanical and equipment problems throughout City-Parish and emergency systems. Assists in developing and implementing preventative maintenance schedules, training programs, and repair schedules. Assists in preparation of specifications for mechanical and electrical equipment and new projects; makes cost and material estimates; maintains necessary records for the submission of required reports.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the standard practices, methods and tools used in installing, operating, maintaining, and repairing air conditioning and heating systems. Knowledge of the principles and practices of the electrical trade, construction trade, plumbing trade and other mechanical trades. Knowledge of the occupational hazards and safety precautions of the trade. Ability to read and interpret sketches, blueprints, specifications and contracts. Ability to plan, layout, assign, and coordinate work and to supervise the work of subordinates in a manner conducive to full performance and high morale. Ability to plan and execute preventative maintenance programs for complex physical plants. Ability to analyze labor, material and time factors, and to estimate proposed repair and construction projects. Ability to keep records and prepare reports. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with superiors, subordinates, contractors and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
High school diploma, GED, HiSET, or equivalent certificate of competency, and four years of experience at the journeyman level in one or more of the major building trades, including two years of supervisory experience.

SUBSTITUTIONS
The following years of experience meets the journeyman-level experience requirement: air conditioning, heating, and refrigeration (8 years), carpentry (8 years), electrical (9 years), locksmith (8 years), painting (7 years), plumbing (9 years), or roofing (7 years). Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Position(s) of this classification may require at the time of application, possession of the appropriate Environmental Protection Agency (EPA) refrigerant recycling and recovery certification (Type I, II, III or Universal) for technicians (as required under Section 608 of the Clean Air Act, 1990). Position(s) of this classification may require at the time of application, possession of a Journeyman or Master Plumber License from the State Plumbing Board of Louisiana. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
