GENERAL DESCRIPTION
Under the direction of an employee of a higher classification, performs supervisory and skilled work in the maintenance, inspection, and repair of electrical and instrumentation equipment at sewage pumping and treatment facilities. The employee of this class has complete discretion as to technical methods of work within general policies established by an administrative superior. An employee of this class may be on twenty-four-hour call. Performs other work as requested.
ESSENTIAL WORK TASKS
Supervises and assists personnel engaged in inspecting, maintaining, installing, and repairing a variety of electrical and instrumentation equipment at sewage pumping and treatment facilities.
Personally inspects the adequacy of maintenance work and the performance of major maintenance and repairs of various electrical and control equipment.
Supervises and performs routine maintenance, repair, operation, and overhaul work.
Trains employees on current and new electrical and instrumentation equipment at sewage pumping and treatment facilities.
Learns and applies various programming languages necessary for utilizing the Supervisory Control and Data Acquisition (SCADA) system, including programmable logic controllers (PLCs).
Diagnoses trouble with equipment and assigns job to subordinates; adjusts work schedules as necessary.
Maintains records, parts inventory, and equipment information; requisitions parts and supplies for repairs and operations as needed.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the operation of sewage pumping and treatment facilities.
Knowledge of the operation and maintenance of electrical controls involved in the operation of automatic pumping stations.
Knowledge of the electrical, electronic, pneumatic, and mechanical principles governing the functioning of control systems and instruments.
Knowledge of principles and practices of SCADA, specifically as applied to preventative and corrective maintenance, including electrical, electronic, pneumatic, microprocessor, and other instrumentation components at sewage pumping and treatment facilities.
Knowledge of the principles and practices of the electrical trade.
Knowledge of the methods, tools, and equipment used to test, maintain and repair control systems and instruments in accordance with prescribed standards.
Knowledge of local and national electrical codes.
Knowledge of the occupational hazards and safety precautions of sewage pumping and treatment facilities and the electrical and instrumentation trades.
Knowledge of PLCs, indicators, and other sensing equipment.
Knowledge of tagging conventions, data logging and reporting, Boolean logic, and symbol conventions.
Knowledge of high and low voltage equipment and all types of flow meters, recorders, and transmitters.
Knowledge of electronic instrumentation for chemical monitoring system repairs.
Knowledge of variable frequency drives (VFDs) for pump motors up to 500 horsepower (HP).
Skill in the use of tools and precision instruments necessary to perform assigned tasks.
Ability to read and understand ladder logic utilized for PLCs.
Ability to plan, organize, train, and supervise the work of subordinate personnel performing maintenance on electrical and instrumentation equipment.
Ability to adapt available tools and repair parts to specific repair problems.
Ability to diagnose and correct operating trouble in mechanical and electrical equipment and systems.
Ability to carry out scheduled programs of inspection and maintenance and keep systematic records of work performed on electrical and instrumentation equipment.
Ability to climb and descend ladders and stairs.
Ability to participate in a standby schedule.
Ability to work after scheduled hours and during emergency situations.
Ability to establish and maintain effective working relationships with others.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
High school diploma, GED, HiSET, or equivalent certificate of competency, supplemented by completion of vocational school in the field of electrical or electrical, electronic, pneumatic, or mechanical control instruments and systems, and five years of experience in electrical construction and maintenance and/or instrumentation, including two years of experience in an industrial environment.
SUBSTITUTIONS
One year of experience in a related area may substitute for completion of vocational school; or any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Possession of a Class IV Wastewater Collection or Treatment Certificate issued by the Louisiana State Department of Health. Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification.
