GENERAL DESCRIPTION
Under the direction of a higher classification, performs responsible supervisory work in the construction, maintenance, repair or operation of municipal public works facilities. Work involves supervising the work of one or more crews engaged in the performance of varied public works activities. Some positions in this classification may be on 24-hour call out for emergency situations. Work is assigned orally and in writing and is reviewed while in progress and upon completion. Performs other work as requested.

ESSENTIAL WORK TASKS
Plans, organizes and supervises the work of one or more crews consisting of unskilled, semiskilled and skilled workers and equipment operators engaged in building, repairing and maintaining roads, streets, drains, ditches, bridges, culverts, sewers, and other public works facilities and equipment on a routine basis. Plans, organizes and supervises the work of sign crews in the installation, removal and replacement of traffic control signs. Supervises the work of a group of employees engaged in tree trimming and removal; building and repairing fences; cutting and maintaining ditches, canals, boulevards, interstates, etc.; and picking up litter along roadways. Supervises the work of a crew of employees in sanding overpasses and bridges when iced over; sanding oil spills when required; and supplying sand bags for high water when necessary. Makes daily check of equipment to ensure proper working condition and for repair if needed. Receives, answers and remedies citizen complaints regarding a variety of maintenance problems; keeps necessary records and prepares required reports. Plans, organizes and participates in the work of a group of operators engaged in sweeping streets and roads. Checks and marks water, gas, electrical, telephone and cable lines when construction is being done to prevent disconnection.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the materials, methods, techniques, tools, and equipment used in street, road, bridge, sewer, drainage, tree trimming and removal, building and allied construction, maintenance and repair work. Knowledge of the occupational hazards involved and the safety precautions necessary to the safe conduct of heavy manual work and equipment operation. Knowledge of the trades and of automotive equipment and its operation and maintenance. Knowledge of engineering maps and records. Ability to plan, organize and supervise a group of subordinates in a manner conducive to full performance and high morale. Ability to make decisions recognizing established precedents and practices, and to use resourcefulness in meeting new problems. Ability to establish and maintain effective working relationships with other employees, subordinates and the general public contacted in the course of the work. Ability to understand and follow oral and written instructions and to work from sketches and plans. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
