GENERAL DESCRIPTION
Under the direction of the Community Service Center Manager, performs responsible administrative work assisting in the administration of the social services programs at the Community Service Centers. Work involves responsibility for assisting in the planning, development and operation of various social service programs, as well as the daily operation and maintenance of the community center building. Work is reviewed within prescribed standards and funding requirements of federal, state and local government. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in directing a staff of employees engaged in providing social services, educational services and medical services to eligible participants. Assists in developing objectives and goals for the community center; initiates implementation of developed plans. Assists in reviewing operational reports for compliance with funding source regulations. Prepares monthly operating reports; summarizes payroll and leave records; submits bills for payment; completes purchase requisitions; collects fees for facility rentals. Maintains and safeguards the community center building and grounds. Works with various department heads and outside agencies for compliance with City-Parish regulations. Trains new employees when needed.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the various social, medical, health and legal benefits available to the economically disadvantaged. Knowledge of the local, state, and federal policies, regulations and procedures regarding grant programs. Knowledge of municipal practices and procedures of municipal budgeting and accounting. Ability to express ideas clearly and concisely, orally and in writing. Ability to establish and maintain effective working relationships with government officials, other employees, and the public. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in social welfare, business administration, or a related field.

SUBSTITUTIONS
Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS

Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
