GENERAL DESCRIPTION
Under the direction of a higher classification, performs responsible administrative work directing a major field division. Incumbents in this class must exercise considerable independent judgment and discretion in carrying out their responsibilities, and may be on 24-hour call for emergency situations. Work is assigned orally and by written reports and is reviewed daily through observation and written reports for results obtained. Performs other work as requested.
ESSENTIAL WORK TASKS
Plans, organizes, supervises, and inspects the work of a large number of skilled, semiskilled and unskilled personnel engaged in street, road, bridge, canal, drainage, sewer, right-of-way, landscaping, tree trimming/removal, and/or other public works maintenance, repair, and construction activities.
Supervises the work of subordinate supervisors responsible for the disposal of solid waste as established by DEQ and EPA guidelines.
Reviews the work of subordinate supervisors and advises them on policies, procedures, practices and problems of an unusual nature.
Confers with other division heads relative to mutual problems, and with property owners, contractors and the general public relative to complaints and requests.
Instructs supervisors in safety procedures, supervisory techniques, and in operational and maintenance methods, practices, and policies.
Makes cost and material estimates; prepares budget requests; maintains necessary records for the submission of required reports.
Inspects new construction and recommends acceptance or rejection; oversees the maintenance of equipment.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the methods, practices and equipment used in a variety of public works maintenance, construction, repair and operational activities.
Knowledge of the occupational hazards involved and the safety precautions necessary to perform heavy manual work and equipment operation.
Knowledge of engineering maps and records.
Knowledge of administrative techniques related to purchasing, budget preparation and control, personnel and fiscal record keeping.
Knowledge of the DEQ and EPA guidelines.
Knowledge of business English, spelling, and arithmetic.
Ability to plan, organize, supervise and coordinate the work of a large number of workers and crews through subordinate supervisors.
Ability to communicate effectively, both orally and in writing.
Ability to utilize a computer, including use of standard computer applications, and global positioning systems.
Ability to read and interpret sketches, blueprints, specifications and contracts.
Ability to make decisions recognizing established precedents and practices, and to use resourcefulness and tact in meeting new problems.
Ability to establish and maintain effective working relationships with other employees, subordinates and the general public contacted in the course of the work.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
High school diploma, GED, HiSET, or equivalent certificate of competency, and five years of experience in public works construction, maintenance, operational or solid waste activities, including two years of supervisory experience.
SUBSTITUTIONS
Associate's degree in construction technology/management will substitute for two years of work experience; bachelor's degree in civil engineering or construction technology/management will substitute for four years of work experience; or any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Position(s) of this classification may require attainment of a Class IV Wastewater Collection Certificate issued by the Louisiana State Department of Health. Position(s) of this classification may require a valid Louisiana driver's license or a valid Louisiana Commercial Drivers License (CDL) Class A, B, or C with appropriate endorsements. If license is required, must be maintained throughout employment in this position.
