GENERAL DESCRIPTION
Under the direction of the Transportation & Drainage Director, performs responsible administrative and professional engineering work as a licensed professional engineer assisting in directing of Department of Transportation & Drainage activities. Work involves responsibility for the efficient administration of all public works traffic engineering efforts; the supervision of technical, clerical, skilled, semiskilled, and unskilled personnel; financial stewardship of City/Parish funds; and representation of the department in a variety of public forums (e.g. Metro Council meetings). Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.
ESSENTIAL WORK TASKS
Actively participates in the senior leadership team of Transportation & Drainage to enhance operational efficiency, continually improve client services, and build the capability of the staff through workforce development programs. In this role, consults closely with the Transportation & Drainage Director and fellow senior leadership team members.
Directly supervises personnel in the areas of traffic signs, traffic signals, and the operation of the Advanced Traffic Management Center; ensures staff understands and applies federal, state, and local codes and ordinances, which govern traffic engineering design and construction.
Assists the Chief Design Engineer in directing the preparation of design plans, specifications and review; manages various projects with private engineers, architects, federal and state agencies; responsible for meeting operating budget and goals.
As requested by the Transportation & Drainage Director, provides traffic engineering advice to stakeholder groups (contractors, architects, engineers, developers, citizens, City-Parish government employees) regarding public works projects, clarifying the roles and responsibilities of Transportation & Drainage and the processes/procedures for working with them.
Assists the Chief Construction Engineer and/or provides project oversight of contractors' performance on assigned projects to ensure quality and provide financial stewardship of City-Parish funds.
Appears in a variety of public settings to represent Transportation & Drainage, including Metro Council meetings, public hearings, public outreach programs, and before various boards and courts to testify in appeals and other legal actions.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the principles and practices of traffic planning, engineering and operations, particularly as applied to municipal public works.
Knowledge of the modern developments, current literature and sources of information regarding professional engineering.
Knowledge of applicable federal, state and local laws, ordinances, policies, and procedures.
Knowledge of policies and procedures of the department.
Skill in the use of a light motor vehicle.
Ability to effectively coordinate a variety of engineering and planning personnel, projects and programs.
Ability to organize, plan, direct, and evaluate the work of others.
Ability to read and accurately interpret plans, specifications and blueprints.
Ability to manage public works projects.
Ability to establish and maintain effective working relationships with subordinates, superiors, architects, contractors, and other interested parties.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
Bachelor's degree in one of the recognized branches of engineering from the Louisiana Professional Engineering and Land Surveying Board, and ten years of experience in professional traffic engineering, including four years of managerial experience (may include complex project management).
SUBSTITUTIONS
Any equivalent combination of education and experience as recognized by the Louisiana Professional Engineering and Land Surveying Board.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Possession of a license to practice professional engineering as issued by the Louisiana Professional Engineering and Land Surveying Board. Position(s) of this classification may require certification as a Professional Traffic Operations Engineer. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
