GENERAL DESCRIPTION
Under the direction of the Wastewater Collections Systems Manager, performs responsible administrative and technical work assisting in planning and coordinating the activities of the Wastewater Collections Division. Work involves personnel related matters including, but not limited to employee discipline, job training and safety training. Supervision is exercised over a large staff of unskilled, skilled, technical, and clerical personnel in the investigations and resolutions of sewer complaints, maintenance and repair of sewer lines, and construction of sewer rehabilitation projects. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in planning, organizing and supervising the work of subordinate supervisors, skilled operators, and maintenance workers in the operations and maintenance section engaged in repairing sewer lines, streets, sidewalks and driveways upon completion of subsurface sewer construction. Handles personnel related matters including employee discipline, job and safety training, and any other personnel related matters as designated by the Wastewater Collections Systems Manager. Coordinates activities of various divisions within the Department of Environmental Services and private water companies for the repair and resolution of sewer complaints. Discusses with citizens by telephone, correspondence or in person any sewer complaint of a complex or unusual nature. Assists with departmental budget preparation and control. Reviews and creates database reports on productivity, cost accounting, and budget preparation. Conducts staff meetings.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of supervisory, managerial and administrative techniques utilized in construction and maintenance activities. Knowledge of equipment and tools used in the construction and repair of sewer or drainage repair. Knowledge of maps, blueprints or other reporting forms utilized by construction and maintenance activities. Knowledge of inspection techniques, laws, rules and other procedures utilized by maintenance or field inspectors. Ability to prepare cost and pay estimates for new or maintenance repair work. Ability to analyze problems from field observation, public contact and reports and make recommendations for their resolution. Ability to make decisions in conformance with laws, regulations and policies of the department. Ability to communicate and negotiate with employees and the general public. Ability to establish and maintain satisfactory working relationships with superiors, subordinates and the public. Ability to express ideas clearly and concisely, orally and in writing, to groups and to individuals. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in environmental science, engineering, construction management, or a related field, and three years of work experience in sewer disposal systems involving inspection, construction, maintenance and drainage, including one year of supervisory experience.

Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Possession of a Class II Wastewater Collection Certificate issued by the Louisiana State Department of Health. Attainment of a Class IV Wastewater Collection Certificate issued by the Louisiana State Department of Health within two (2) years of date of appointment. Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
