GENERAL DESCRIPTION
Under the direction of a higher classification, performs skilled work in the installation, maintenance, and repair of traffic signals, traffic signal control systems, and associated electronic equipment. Work involves the performance of routine tasks in locating and correcting solid state, electronic, electrical, and mechanical defects in traffic signal systems. Work also involves the performance of shop level repairs and maintenance work on a variety of solid state, electronic, electrical, electromechanical, and digital traffic signal control equipment. Work is performed independently, with considerable latitude for determining materials and work methods used, and is subject to inspection during progress and upon completion. Minor supervision may be exercised over a small crew of workers as assigned. Assignments are usually given orally, but may be in writing and may be accompanied by sketches or blueprints. Incumbents may be required to attend or complete other courses of instruction if it is deemed necessary by a superior. Employees of this class are required to be on twenty-four (24) hour a day call. The Traffic Signal Technician II is distinguished from the Traffic Signal Technician I by requiring more complex field level repairs and maintenance work on a variety of traffic signal control equipment. Performs other work as requested.
ESSENTIAL WORK TASKS
Installs and repairs a variety of solid state, electronic, and electrical, traffic signal controllers, cabinets, and associated equipment.
Makes field repairs to electrical motors and solid state, electronic, electromechanical, and digital traffic signal controllers and lights; tests, repairs, and completes field level rebuilding of traffic signal controllers, flasher units, time clocks, relays, switches, control boxes, and other related components; diagnoses, tests, repairs, and rebuilds a variety of electrical, electromechanical, solid state, and digital traffic signal control equipment.
Installs traffic signal pole foundations, traffic signal poles, overhead span wire, and traffic control signs; installs, maintains, and repairs lights, lamps, ballasts, circuits, fixtures, lenses, reflectors, illuminated overhead signs, and traffic signal heads; installs, programs, and maintains school zone flashers and school flasher controllers.
Serves as the lead worker over a crew of subordinates in the repair and replacement of damaged traffic signal control equipment in the field; trains and assists Traffic Signal Technicians I in troubleshooting techniques.
Identifies traffic system timing problems, investigates timing complaints from citizens and traffic engineers, and executes necessary action to resolve the problem.
Verifies and marks the location of underground traffic signal conduits and components.
Troubleshoots and repairs overhead traffic wiring problems; cuts and splices cable, runs conduit, and installs new cable above and below ground.
Performs duties necessary to the installation and repair of loops systems, including the use of a concrete saw, compressors, and loop sealant pumps; operates and works in aerial lift equipment and other motorized construction equipment.
Performs construction duties including but not limited to digging and setting poles and cabinet foundations and installation of conduit, span wire, signal cables, other traffic signal system cables and junction boxes.
Evaluates the operation of traffic signal installations, consisting of, but not limited to solid state, electronic, electrical, electromechanical, and digital traffic signal control equipment and devices for communication, detection, and pre-emption of traffic signal control systems.
Assists in emergency response service for traffic signal system installations due to malfunctions and signal system damage from traffic accidents and weather.
Assists technicians of a higher classification in other traffic related functions.

Knowledge of the standard practices, methods, tools, and materials of the solid state, electronic, and electrical trades.
Knowledge of the occupational hazards and safety precautions involved.
Knowledge of the principles and theories of electricity.
Knowledge of the component parts of solid state, electronic, electrical, electromechanical, and digital traffic signal equipment.
Skill in the repair of solid state, electronic, electrical, electromechanical, and digital traffic signal equipment.
Ability to distinguish color-coded wires and components in making repairs to solid state, electronic, electrical, electromechanical, and digital traffic signal equipment.
Ability to install, alter, repair, maintain, and locate defects in a variety of solid state, electronic, electrical, electromechanical, and digital traffic signal equipment and systems.
Ability to use computer operating systems for monitoring and downloading of data to traffic signal controllers and systems.
Ability to understand and follow complex oral and written instructions and to work from wiring diagrams and sketches.
Ability to use and operate a variety of diagnostic equipment in the repair and maintenance of a variety of solid state, electronic, electrical, electromechanical, and digital traffic signal equipment.
Ability to establish and maintain effective working relationships with employees and the public contacted in the course of the work.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
MINIMUM REQUIREMENTS
High school diploma, GED, HiSET, or equivalent certificate of competency, and two years of experience in electrical or electronic trade.

Any equivalent combination of education and experience.
CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Attainment of the International Municipal Signal Association (IMSA) Work Zone Safety certification within one (1) year of date of appointment. Attainment of the International Municipal Signal Association (IMSA) Level I Traffic Signal Technician certification within two (2) years of date of appointment. Position(s) of this classification may require a valid Louisiana driver's license or a valid Louisiana Commercial Driver's License (CDL) Class A, B, or C with appropriate endorsements. If license is required, must be maintained throughout employment in this position.
