GENERAL DESCRIPTION
Under the direction of the Traffic Signal Supervisor, performs responsible technical electronic work in assisting the Traffic Signal Supervisor in supervising the installation, maintenance and repair of traffic signal equipment and associated components. Work involves responsibility for assisting in scheduling, assigning and inspecting the work performed by subordinates and ensuring that all signal equipment is in continuous operational order. Considerable independent judgment is exercised in carrying out these responsibilities, and performance is checked by the proper operation of traffic signals and review of daily reports. The employee of this class may be on twenty-four (24) hour a day call to assist a standby employee with the repair of malfunctioning lights. Performs other work as requested.

ESSENTIAL WORK TASKS
Assists in planning, organizing, and supervising the installation and maintenance of a variety of solid state, electronic, electrical, electromechanical and digital traffic signals, controllers and associated equipment. Supervises the diagnoses, tests, repairs and upgrades of solid state, electronic, electrical, electromechanical, and digital controllers, vehicle detectors, fiber optic, twisted pair & hardwire communications circuitry; supervises the installation of new traffic signal lights, steel poles, wooden poles, control boxes, signal cables, span wire hangers, form for control boxes, school flashers, radio receivers, etc. Supervises the troubleshooting of solid state equipment, electronic and pre-time controllers, and microprocessor controllers; supervises the rebuilding and repairing of electronic control devices, hanging of traffic lights, and cutting of loops for electronic controllers. Checks repair work performed by Traffic Signal Technicians and assists them on more difficult repairs and installation tasks; trains subordinate employees on how to operate heavy equipment, e.g., bucket truck, concrete saw, and various tools. Gives cost estimates on new construction for traffic signal and school flasher locations; works with various contractors, Traffic Engineers and Consultants, and the public. Supervises and participates in emergency signal repair work. Inspects equipment to determine condition and adequacy and recommends replacement schedule; evaluates new signal equipment for possible use by the Traffic Engineering Division; assists in establishing and maintaining an inventory of signal equipment both in the shop and in the field; performs timing checks at intersections to determine if traffic signals are functioning correctly. Serves as Traffic Signal Supervisor in their absence.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the standard practices, methods, tools and materials of the traffic signal and electrical trades. Knowledge of the principles and theory of electricity and electronics. Knowledge of the component parts and repair methods used in electrical, electromechanical and electronic circuits. Knowledge of the occupational hazards and safety precautions of the trades involved. Skill in the repair of solid state, electronic, electrical, electromechanical and digital traffic signal equipment. Skill in the use and care of tools and equipment used in electrical trades. Ability to plan, organize and supervise the work of a group of skilled technicians and helpers in a manner conducive to optimum performance and high morale. Ability to install, alter, repair, maintain and locate defects and malfunctions in a wide variety of complex electrical, electromechanical and electronic systems. Ability to understand and follow highly complex and technical oral and written instructions and to work from complex wiring diagrams, blueprints and sketches. Ability to direct the installation and maintenance of radio and communication equipment if called upon to do so. Ability to establish and maintain effective working relationships with other employees, subordinates and the public contacted in the course of the work. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS

EDUCATIONAL AND EXPERIENCE
High school diploma, GED, HiSET, or equivalent certificate of competency, and five years of experience in the maintenance and repair of solid state, electronic, electrical, electromechanical or digital traffic control systems, including two years of supervisory experience.

Any equivalent combination of education and experience.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Unless otherwise specified below, must possess at the time of appointment and must be maintained current throughout employment in this classification.) Must have a valid Louisiana driver's license at the time of appointment and must be maintained throughout employment in this classification. Attainment of the International Municipal Signal Association (IMSA) Level II Traffic Signal Technician certification and the IMSA Traffic Signal Inspection certification within one (1) year of date of appointment. Attainment of the IMSA Level III (Bench or Field) Traffic Signal Technician certification within two (2) years of date of appointment.
