GENERAL DESCRIPTION
Under the direction of a higher classification, performs responsible technical electronic work in supervising the installation, maintenance and repair of traffic signal equipment and its associated components. Work involves responsibility for scheduling, assigning and inspecting the work performed by subordinates and ensuring that all signal equipment is in continuous operation order. Considerable independent judgment is exercised in carrying out his or her responsibilities, and performance is checked by the proper operation of traffic signals. Performs other work as requested.

ESSENTIAL WORK TASKS
Plans, organizes, and supervises the installation and maintenance of a variety of solid state, electronic, electrical, electromechanical and digital traffic signals, controllers and associated equipment. Prepares schedules for the preventive maintenance program for the traffic signal equipment; maintains computer records of maintenance work performed; monitors inventory and authorizes purchase of materials and supplies. Supervises the diagnoses, tests, repairs and upgrades of solid state, electronic, electrical, electromechanical, and digital controllers, vehicle detectors, fiber optic, twisted pair and hardwire communications circuitry. Conducts preliminary planning and layout of traffic signals, including site review and evaluation; supervises the installation of new signalized intersections. Supervises and participates in emergency signal repair work; checks repair work performed by Traffic Signal Technicians and assists them on more difficult repairs and installation tasks; works with various contractors, Traffic Engineers and Consultants and the public. Performs timing checks at intersections to determine if traffic signals are functioning correctly. Inspects equipment to determine condition and adequacy and recommends replacement schedule; evaluates new signal equipment for possible use by the Traffic Engineering Division; assists in establishing and maintaining an inventory of signal equipment both in the shop and in the field. Implements safety standards within the Signal Shop; develops a training program for employees with specific job related training and other approaches to provide opportunities for staff flexibility and development. Initiates disciplinary actions for employees as necessary.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of the standard practices, methods, tools and materials of the traffic signal and electrical trades. Knowledge of the principles and theory of electricity and electronics. Knowledge of the component parts and repair methods used in electrical, electromechanical and electronic circuits. Knowledge of the occupational hazards and safety precautions of the trades involved. Skill in the repair of solid state, electronic, electrical, electromechanical and digital traffic signal equipment. Skill in the use and care of tools and equipment used in electrical trades. Ability to plan, organize and supervise the work of a group of skilled technicians and helpers in a manner conducive to optimum performance and high morale. Ability to install, alter, repair, maintain and locate defects and malfunctions in a variety of complex electrical, electromechanical and electronic systems. Ability to understand and follow highly complex and technical oral and written instructions and to work from complex wiring diagrams blueprints and sketches. Ability to direct the installation and maintenance of radio and communication equipment if called upon to do so. Ability to establish and maintain effective working relationships with other employees, subordinates and the public contacted in the course of the work. Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

MINIMUM REQUIREMENTS
